중증장애인의 원격근무 가능성에 대한 연구

국문 초록

본 연구는 일단 문헌조사를 통해 원격근무가 실제로 얼마나 보편화되고 있는지 그 추세를 파악함과 동시에 원격근무가 지니는 장단점에 대해서 알아보고, 장애인근로자, 비장애인근로자, 관리자의 3집단을 대상으로 하는 설문조사를 실시하여 각 집단별로 원격근무에 대한 관심과 이해정도, 원격근무를 하게 될 때 예상되는 이점, 원격근무를 도입하거나 시행할 때 예상되는 부정적인 요인, 원격근무에 대한 견해 및 의향 등 원격근무에 대한 일반적인 의견에 대해 조사하였다. 또한 원격근무에 참여하거나 도입할 의사와 그 경우 고려할 사항 등에 대해 어떤 구체적인 의견을 가지고 있는지 조사하고 집단별로 비교함으로써 원격근무가 가지고 있는 중증장애인의 고용확대 가능성에 대해서 연구하였다. 문헌조사 결과, 선진국에서는 원격근무의 여러 가지 이점과 효율성 때문에 원격근무제도가 효율성 있게 추진될 수 있도록 국가적으로 최선의 노력을 다 해오고 있으며, 그 결과 원격근무의 보편화 추세가 생각보다 빠르고 광범위하게 진행되고 있는 것으로 나타났다. 설문조사에서는 관리자들은 원격근무의 전반적인 사항에 대해 다른 집단에 비해 좀 더 보수적이고 신중하며 조심스러운 태도를 취하는 것이 사실이지만, 거의 모든 응답자들이 원격근무에 대해 긍정적인 견해와 의향을 가지고 있을 뿐 아니라, 원격근무는 장애인에게 매우 적합한 근무형태로서, 원격근무가 도입되면 장애인근로자가 일을 하는데 도움이 될 수 있다는 사실에 대해서 전적으로 동의하는 것으로 나타났다. 마지막으로 문헌조사와 설문조사 결과를 바탕으로 원격근무가 중증장애인 고용창출과 확대방안으로서 좀 더 활성화되기 위해 필요한 몇 가지 사항들을 제안하였다.

영문 초록

This study has described the advantages and disadvantages of telework as well as the tendency of telework in the literature review. Also this study has conducted a survey to investigate the possibilities of telework as an alternative work option to create and expand the employment opportunities of people with severe disabilities in the labor market. The survey was developed to measure not only the general opinions about the telework such as the degree of the interest in and awareness of telework, and the perceived benefits and the expected barriers in implementing a telework system, but also the specific opinions about the telework such as the intension and willingness to adopt telework as an alternative work option for individuals with severe disabilities, and the issues to consider in case of adoption by comparing the perceptions of three groups: the employees with disabilities. their co-workers, and their managers. The results of literature review revealed that most of the developed countries have nationally done their maximum efforts for the effective promotion of telework system because of the advantages and efficiencies of telework and the pervasive trends of telework are spreading rapidly and extensively than we expected. And the results of survey revealed that most of the respondents have total consents to the opinion that telelwork would provide many opportunities for people with disabilities to obtain jobs as an appropriate work option for them, as well as positive attitudes and intentions toward telelwork, although manager group has a little more conservative, careful and circumspect attitudes than the other groups In the conclusion, this study has provided some suggestions for developing and improving the telework as an effective means to create and expand the employment opportunities for individuals with severe disabilities based on the survey results.
