국문 초록

지역정신보건기관은 다학제간 팀접근에서 일정한 역할수행이 가능하도록 계획된 환경을 필요로 하는 특수한 조직문화를 가진 집단이라고 할 수 있다. 이러한 환경 조성을 위하여 지역정신보건기관의 실무자들은 상호이해와 커뮤니케이션에 대한 체계적인 교육이 필요하다. 정신보건사회복지 분야의 조직문화에 대한 연구들은 조직문화가 매우 중요하고 교육이 필요하다고 언급하고 있으나 구체적인 실행방안에 대한 연구는 미비한 실정이다. 한편 문화역량은 관용, 개방성, 다문화 역량, 정보해석과 번역기술능력, 문화적 정체성, 문화적 삶에 참여능력이 포함되어있는 개념으로 다양한 문화적 배경의 사람들과 효과적으로 상호작용할 수 있는 역량으로 이들을 열린 마음으로 이해하기 위해 필요한 기술과 태도를 포함하고 있다. 본 연구는 이러한 지역정신보건기관의 문화역량 강화를 위해 지역정신보건기관에서 정신보건사회복지사들이 바라보는 지역정신보건 조직문화 특성을 밝히고자 한다. 이는 지역정신보건기관의 조직구성원인 정신보건사회복지사들의 원활한 조직몰입 및 조직문화 형성에 필수적인 문화역량을 기반으로 하는 조직 교육 개발에 기여할 수 있다.

영문 초록

The purposes of this research are to investigate organizational culture s characteristics of regional mental health, considered by mental health social workers of regional mental health institution, through the phenomenological analysis and prepare measures to form healthy organizational culture. It can contribute to the development of regional mental health institution and effective organizational commitment of mental health social workers. Main results of this research are as follows. First, organizational culture of mental health institution, considered by mental health social workers, has vagueness of work scope. Second, for the organizational culture s characteristics of mental health institution, horizontal system and vertical system of organizational culture are formed irrationally and organizational leaders have absolute authority. Third, while experts of several fields work by teamwork, the communication among the experts is not smooth and it s difficult to maintain relations among the organizational members because of the mutually insufficient understanding. Fourth, there is a problem that the cooperation by programs for rehabilitation and treatment of the mentally disabled is not smooth because of the organizational culture of mental health institution.
