미국과 영국의 방과후학교 성과평가 동향 분석

국문 초록

본 논문은 미국과 영국의 방과후학교 성과분석 사례를 살펴보고, 이를 근거로 한국의 방과후학교 성과평가에 필요한 정책적 시사점을 얻고자 하였다. 미국과 영국은 모두 방과후학교에 대한 국가 수준의 법적 근거를 가지고 체계적 지원을 하고 있으며, 이에 대한 다양한 성과 분석 연구를 실시해왔다. 본 원고에서는 방과후학교 추진 배경과 목적, 지원현황, 성과평가 사례로 나누어서 두 국가의 방과후학교 정책추진 사례를 살펴보았다. 분석 결과, 두 국가는 모두 방과후 아이들의 안전 문제에 대한 국가 차원의 관심에서 방과후학교를 활성화하기 시작하였으며, 지역사회와 연계하여 방과후학교를 추진하는 공통점을 가지고 있다. 성과 분석도 다양한 지표를 개발하여 개인수준, 학교수준, 가정과 지역사회수준에서 다각도로 분석하고 있다. 특히, 학생 개인 수준에서는 주로 학생들의 학업성취 향상과 학생들의 태도 변화에 초점을 두는 경우가 많다. 분석 결과를 바탕으로 본 원고에서는 첫째, 방과후학교 지원을 위한 법적 근거 마련, 둘째, 지역사회와 연계하는 방과후학교 정책 추진, 셋째, 다각적 측면을 고려한 방과후학교 성과 분석 실시, 넷째, 체계적, 종단적 성과평가 분석 수립, 다섯째, 저소득층 가정 자녀를 위한 지원 강화를 방과후학교 성과 분석과 향후 정책 발전 방안 마련을 위한 시사점으로 제안하였다.

영문 초록

The purpose of this study is to examine the policy on ‘after-school programs’ of the United States and United Kingdom, focusing on how the outcomes of ‘after-school programs’ are defined and analyzed, and to provide the necessary policy implications for performance evaluations of ‘after-school programs’ in Korea. Both the U.S. and the UK support ‘after-school programs’ systematically on a legal basis federally and much research on performance evaluations has been conducted. To achieve the purpose of this study, background, purpose, support system, performance evaluation studies, and perceived outcomes of ‘after-school programs’ policy examples in the two countries were examined. The results showed that the two countries both have national interest in common on the children s safety issues during after school hours and operate ‘after-school programs’ in conjunction with the community. With regard to performance evaluations, academic achievement improvement and students attitude change are outcomes of ‘after-school programs’. In addition, the outcomes of ‘after-school programs’ were considered at the individual, school, and community level, which can give us some implications on complement the regular school education, education and welfare (care, poverty reduction), and community connection. Based on these findings, this study provides some implications on ‘after-school programs’ performance evaluation and analysis and developing future policy. First, establish a legal basis to support ‘after-school programs’. Second, promote ‘after-school programs’ policies in conjunction with the community. Third, conduct performance evaluations considering ‘after-school programs’ in various ways. Fourth, perform systematic and longitudinal analysis of ‘after-school programs’ performance evaluations. Fifth, strengthen support for disadvantaged children
