국문 초록

본 연구는 독일의 아동보호체계가 한국에 주는 시사점을 살펴보기 위해 독일의 사회적 배경과 상황을 분석하고, 아동보호체계의 형성과정을 살펴보았다. 특히 역사적․법적 관점 하에서 아동․청소년의 사회적 상황, 아동보호체계의 발전과정과 아동청소년지원법을 분석하고 한국에의 시사점을 논의하였다. 함의의 주요 내용으로 첫째, 아동관점의 인식변화와 정책대응, 둘째, 개입적 관점에서 예방적 관점으로의 변화, 셋째, 가정 중심의 지원서비스 체계, 넷째, 총책임의 역할로써 공공기관의 개입, 다섯째, 아동보호관련법의 상세한 규정이다.

영문 초록

This study aims to explore the development process of the Child Protection System in Germany, focusing on the historical and legal perspective. To do so, I intend to analyze the social situation for child and youth, formation process for Child Protection System, and law of the Child Protection System in Germany. After discussing the Child Protection System to South Korea basing on Germany’s historical and legal perspective. The results were as follows: First, Change in perception for child perspective and policy response, Second, the change from intervention perspective to prevention perspective, Third, support service system for family center, Fourth, the intervention of public authorities as the role of total responsibility, and the last issue is, detailed legal regulations of child protection law.
