영국 교육우선지역 정책과 사회적 자본의 형성

국문 초록

이 글은 한국의 교육복지우선지원사업의 모델이 되었던 영국의 교육우선지역(Education Action Zone, 이하 EAZ) 정책을 사회적 자본 형성이 논의되는 여러 차원에서 살펴보았다. 블레어 총리의 신노동당 정부 시절 영국에서는 빈곤의 문제를 경제적 차원이 아닌 사회적 배제 문제로 보고 이를 극복하기 위하여 사회적 자본 형성을 추구하는 ‘제3의 길’을 내세웠 고 교육부문에서 빈곤층 밀집 거주지역을 중심으로 한 EAZ는 그 대표적인 정책이었다. EAZ 정책의 배경을 이해하기 위해 제3의 길, 사회적 배제, 사회적 자본에 대한 이론적 개 념을 검토한 후, EAZ 정책이 가정, 학교, 지역사회, 기업 간의 관계 속에서 사회적 자본의 형성을 위해 어떤 프로그램들을 추진하였는지를 살펴보았다. EAZ 정책 개관을 한 후 EAZ 정책을 통해 형성되는 사회적 자본의 특징, 공적 영역과 사적 영역의 파트너십을 통한 사회 적 자본 형성의 가능성과 한계 등을 짚어 보았다. EAZ 정책 사례를 통해 빈곤 지역의 사회 적 자본 형성과 관련된 주요 쟁점을 논의한 후, EAZ 정책이 우리에게 주는 정책적 시사점 과 후속 과제를 제시하였다.

영문 초록

This study analyzed ‘Education Action Zone (hereafter, EAZ)’ policy in England based on a conceptual framework of social capital. EAZ offered a model for ‘education welfare priority project’ in Korea. New Labour party led by Tony Blair regarded problems of poverty (e.g. persistent educational failure in poor neighborhoods) as being more associated with issues of social exclusion rather than with those of economic deprivation. To tackle social exclusion, New Labour promoted ‘Third Way’ which put its emphasis on formation of social capital and introduced EAZ, an area-based regeneration initiative in disadvantaged localities. Before examining the practices of EAZ, this research provided some useful theoretical concepts such as Third Way, social exclusion and social capital. This was followed by the EAZ programmes which attempted to develop social capital in deprived areas through partnerships with families, schools, communities and/or businesses. Then, this paper examined characteristics of social capital promoted by the EAZ policy. It also discussed possibilities and limitations of social capital developed through partnerships between the public and the private. Drawing on the analysis, this study concluded with suggestions for Korean education welfare priority project.
