체제이념적 접근에 따른 통일교육원 교육자료 분석 및 평가

국문 초록

통일교육의 신패러다임으로서 사회문화적 접근 등은 냉전해체교육, 분단의식 해체교육으로서 한 계가 있다. 따라서 이 연구는 냉전해체교육으로서 통일교육의 올바른 방향을 제시하기 위하여 통일 교육원 교육자료를 체제이념적 접근법에 따라 분석하고 평가하고자 한다. 교육자료 분석은 크게 분 단, 북한, 통일, 통일교육의 네 가지 주제를 중심으로 실시하였으며 그 결과는 다음과 같다. 첫째, 분단에 대한 기술은 대한민국의 정통성강조와 북한의 남침중심의 전쟁기술 등으로 나타나고 있다. 통일을 위해서는 이러한 보수적, 대립적 분단이해로부터 객관적이고 통일지향적인 분단이해로 나아 가는 것이 필요하다. 둘째, 북한에 대한 이해는 ‘경계대상’과 ‘동반자’로의 이중적 관점으로 나타나 고 있다. 그러나 통일을 주도적으로 이끌어야 할 통일교육의 북한관은 내재적비판적 접근과 북한이 해 교육으로 나아갈 필요성이 있다. 셋째, 통일에 대한 이해는 통일방안과 통일국가상으로 나누어 살펴보았다. 먼저 통일방안에 대한 기술은 북한의 연방제안에 대한 비판적 기술과 남한의 3단계 통 일방안의 정당성을 강조하는 입장으로 쓰여져 있다. 그러나 최근의 남북정상회담의 ‘낮은 단계의 연 방제’안의 합의에서 볼 수 있는 보다 통일지향적이고 융통성 있는 접근시각이 필요하다. 통일국가상 은 자유주의를 강조하는 자유민주주의로 제시하고 있다. 그러나 안보민주주의로 인식되는 남한식 자유민주주의는 통일국가상으로서 문제가 있다. 따라서 복지와 자유, 민주주의를 병행 추구하는 자 유민주주의의 또 다른 체제이념인 사회민주주의를 적극 모색할 필요가 있다. 넷째, 통일교육에 대한 이해에서도 이중적 접근에 의한 한계는 나타나고 있으며, 이를 극복하기 위한 적극적 통일교육이 요구된다. 통일교육자료 속에는 시대의 변화에 맞게 통일지향적인 관점을 제시하는 긍정적 흐름이 나타나 는 한편, 남북대결의식이 잔존하는 부정적 흐름 또한 공존하고 있다. 시대의 변화에 맞게 통일교육 자료는 체제이념적 접근법의 새로운 관점에 따라 민족과 민주주의에 대한 적극적이고 확장적인 이 해, 통일교육 영역의 평화교육, 민주시민교육 영역과의 적극적인 결합모색, 남북을 아우르는 변증법 적 통합적 접근의 관점으로 나아가야 할 것이다.

영문 초록

As cold war dissolution education and partition awareness dissolution education, the social-cultural approach has limits as the new paradigm for unification education. This study aims to analyze and review the educational materials of the Education Center for Unification according to the systematic-ideological approach in order to present the right direction for unification education as cold war dissolution education. Educational material analysis were carried out along the four subjects of partition, North Korea, unification, and unification education, and the results are the following: First, writings on the partition of the Korean Peninsula emphasize tradition and North Korea's invasion of the South. For unification, this conservative and confrontational understanding about the partition must be transformed into an objective and unification-orientated understanding. Second, understanding about North Korea has dual aspects as both a friend and an enemy. However, unification education should adopt an internal critical approach towards North Korea, and promote understanding about North Korea. Third, understanding about unification was examined by dividing it into unification plan and unification blueprint. Writings on the unification plan criticize North Korea's unification plan, and emphasize the properness of South Korea's 3rd unification plan. However, there is a need for greater unification-orientated and versatile approach than the 'low-level unification' approach taken in the recent inter-Korean summit meeting. Unification blueprints presents liberal-democracy, which emphasizes liberalism, but South Korean's form of liberal-democracy will cause problems as the universal blueprint. Therefore, rather than liberal-democracy, social-democracy, which pursues welfare, freedom, democracy, should be actively examined.
