농촌출신 대학생 학자금융자 수요 집단의 세분화와 특성 분석

국문 초록

현행 농촌출신 대학생 학자금 융자제도는 1994년부터 정부 수준에서 실시되는 장학지원 사업의 하나로서, 농촌출신 대학생에게 무이자 학자금융자의 혜택을 제공함으로써 농어촌 학부모의 가계 부담을 완화하고, 교육의 기회 균등에 이바지하기 위한 것이다. 이 제도는 최근 지역균형발전의 정 책 패러다임에 따라 지원 규모가 정액제 지원방식에서 등록금 전액 지원방식으로 확대되면서 융자 수요가 급격히 증가하고 있다. 이러한 상황에서 융자재원은 한정되어 있기 때문에 향후 제도운영의 효과성을 제고하기 위해서는 융자지원의 자격기준을 보다 정교화 할 필요가 높아지고 있다. 이러한 필요성에 기초하여 이 논문은 의사결정 나무기법(Decision Tree Method)을 이용, 학자금 융자를 가 장 필요로 하는 집단의 특성을 분석하고 그 시사점을 도출하고자 하였다. 분석 결과, ‘대학 등록금 의 가계 부담 정도’를 가장 크게 느끼는 농어촌 출신 대학생들은 국공립대학 보다는 사립대학에 재 학 중이며, 사립대학에 재학한다 하더라도 가구 소득이 상대적으로 낮을 것으로 추정되는 부모의 학력이 낮은(초등학교 졸업 이하) 집단일 경우, 그리고 실제 부모가 농업에 종사하는 경우에 등록 금 부담이 가장 큰 것으로 나타났다. 또한 동일한 방법으로 ‘등록금 문제로 인한 휴학 경험’ 여부 를 살펴본 결과, ‘대학의 전공 계열’과 ‘대학의 유형(2년제 또는 4년제)’이 중요한 변인으로 나타났 다.

영문 초록

Interest-free student loan for college student from rural areas, which has existed since 1994, is one of the student aid programs provided at the government level. This loan program aims to reduce the financial burden for higher education of rural families and to expand their higher educational opportunities by lending the money for higher education without interest. Recently, the demand for rural college student loans has been increasing because based on the policy framework of balanced development of rural areas, loans were expanded to cover the whole tuition. In this policy context, there is greater necessity to make the selection criteria more elaborate in order to raise the policy effect with the budget constraints. Based on this necessity, we intend to classify the demand groups with the most need for the rural student loans through the Decision Tree Method, and to suggest its implications. Research findings show that the groups who bear heavier financial burden for higher education are those who are attending private universities. Among the students attending private universities, students whose parents' educational level is low less than junior high, and those whose parents are engaged in agriculture have the greatest financial burden for higher education fees. Also, the chosen major and the type of university attended (4 year university or 2 year college) turn out to be important variables on the rate of temporary withdrawal of students for tuition reasons.
