국문 초록

서구의 경험에 비추어 볼 때, 한국사회에서 소외계층에 대한 세심한 배려를 결여한 학교선택제의 도입 은 교육불평등을 심화시킬 가능성이 크다. 특히 영국의 사례에서 알 수 있듯이, 학교선택제가 시장원리에 대한 과도한 집착을 바탕으로 하여 시행된다면 그 위험성은 배가될 수밖에 없다. 이러한 문제인식을 바 탕으로 하여, 본 연구에서는 먼저 서구의 사례를 중심으로 학교선택제의 등장 배경, 동향 및 계층적 함의 를 심도있게 논의하였다. 그리고 고교평준화 제도의 공과와 연계시켜 학교선택제 도입의 타당성 및 문제 점을 자립형 사립고를 중심으로 고찰하였다. 마지막으로, 한국적 맥락에서 학교선택제가 교육평등 구현에 기여하기 위하여 지향하여야 할 정책 방향을 제시하였다. 기본적으로 한국사회에 도입되고 있는 학교선 택제가 기존의 교육불평등을 심화시키지 않도록 하기 위해서는 계층이나 경제력에 관계없이 선호하는 학 교에 취학할 수 있도록 여러 가지 보완 장치를 마련할 필요가 있다. 또한 학업성취에서는 경쟁력이 없더 라도 다른 분야에 적성과 특기를 지닌 소외계층 자녀의 잠재력을 최대한 계발시켜줄 수 있는 방향에서 학교선택제가 도입되어야 한다. 그리고 어떠한 경우에도 정부는 자녀를 위하여 학교를 선택하는 학부모 의 권리를 존중하는 일과 교육의 공공성을 유지시켜야 하는 책무 사이에서 적절한 균형을 유지할 줄 아 는 지혜를 보여 주어야 한다.

영문 초록

This study attempts to explore the ways of alleviating educational inequalities in school choice in the context of the Korean society. Since the availability of choice tends to be a function of economics and social class, choice may well exacerbate inequalities. The international experiences show a growing inequality of access to quality education especially for the children who desperately need such a chance to succeed educationally and vocationally. The current system of high school equalization is failing in many respects, but the precipitous introduction of large-scale choice programs could make the matter even worse. As such, the wisdom should be exercised in drawing up a policy for educational equality and putting it in place in an unhurried and reasonably cautious manner in consideration of specific circumstances to which it will be adjusted. To avoid the risks of greater stratification and fragmentation that unfettered choice could bring about, educational policy must be redesigned specifically to benefit the most disadvantaged in the society. They should be entitled to opportunities the middle class is enjoying. To this end, any parents, who are searching for better educational alternatives, should be given a chance to move their children without the financial burdens that choice imposes on parents. Such financial burdens are highly likely to prohibit them from taking such an action. Each and every student, regardless of family income, should be given a right to opt for a school that can best equip him/her with the tools essential to succeeding in life. In addition, a top priority should be given to increasing school diversity, which will be beneficial to realizing children's learning potentials. In particular, provision of specialized high school is most desirable, as they would offer intensive educational courses which will help students identify and develop their aptitude, interests, and talents.
