일본 니시노미야시의 지역기반 장애인복지 실천 사례연구

국문 초록

본 연구는 장애인의 일상적 삶은 어떻게 가능한가?라는 질문에서 시작되었다. 우선 이론적 측면에서 장애인의 일상적 삶의 구성요소를 검토하고, 일본의 중증장애인 통합적 공생사회 구축 사례를 통해 장애인의 일상적 삶이 가능하게 되는 지원체계의 요소를 알아보았으며, 한국에의 시사점을 논의하였다. 장애인의 일상적 삶은 ‘자기결정권 하에서 필요한 지원을 받으며 지역사회에서 주체적으로 관계를 맺고 시민으로서 권리를 보장받으면서 하고 싶은 활동을 하고 살아가는 것’으로 개념화되었다. 특히 제도적 측면에서의 사회권 보장과 심리사회적 측면에서의 관계성 구축을 통한 삶의 일상성이 보장되어야 함을 강조하였다. 정상화, 자립생활, 사회적 포함 등의 이론적 논의를 검토한 결과, 장애인의 일상적 삶의 구성요소는 삶의 공간, 삶의 관계, 삶의 방식, 삶을 위한 지원과 조력의 4가지 요소로 확인되었다. 여기에서 삶의 공간은 지역사회이어야 하며, 삶의 방식은 자기결정권 보장을 통해 결정되어야 하고, 삶의 관계는 이웃이나 가족 친구와 같은 사회적 관계망구축을 통해 마련되고, 삶을 위한 지원과 조력은 소득보장 및 사회서비스 지원 등을 의미한다. 본 연구에서는 이러한 종합적인 장애인의 지역 내 일상적 삶을 지원하는 사례로서 일본의 니시노미야시를 사례분석을 통해 살펴보았다. 니시노미야시는 공생마을 만들기를 위한 거점공간인 아오바원을 중심으로 장애인이 지역에서 완전한 주체로서 일상적 삶을 영위하도록 지원체계를 갖추고 있다. 중증장애인도지역의 거점공간에서 의미있는 사회적 역할을 수행하고 있으며 이러한 장애 친화적인 체계는 본인중심계획과 지역의 네트워크를 통해 구축되었다. 개호지원, 권리옹호지원, 이동지원, 지역사회지원 등이 지역의 다양한 활동과 자립생활이 함께 이루어지면서 다차원적인 장애인의 일상을 창조하는 프로세스를 마련하고 있었다. 사례분석을 통해 장애인의 일상적 삶을 지역에서 어떻게 지원해 나갈 것인지와 관련하여 한국 장애인복지실천에 던지는 함의를 논의하였다.

영문 초록

This study began with the question How is the daily life of people with disabilities possible? First of all, I examined the elements of everyday life of people with disabilities from the theoretical perspective and examined the elements of the support system that enables the daily life of people with disabilities through the case of Japan s integrated society for severely disabled people and discussed implications for Korea. The daily life of people with disabilities is conceptualized as receiving the necessary support under their self-determination, establishing a relationship in the community, and enjoying their rights as a citizen. As a result of examining theoretical discussions such as normalization, independent living, and social inclusion, the components of everyday life of people with disabilities were identified as the four elements of life space, life relation, way of life, welfare support system for life. Here, the space of life must be a community, the way of life must be determined through self-determination, and the relationship of life is established through the establishment of social networks such as neighbors and family friends. The welfare support system for life is income support and job opportunity. I looked at Nishinomiya City in Japan as a case to support the daily life in this comprehensive disability area. Nishinomiya City was equipped with a support system to enable people with disabilities to live their everyday life as a citizen in the community through Aobaen, a base for co-operative town development. The severely disabled also had a meaningful social role in the base area of the area, and this disability-friendly system was built through self-centered planning and local network. As a result of various activities and independent living in the area, such as nursing care support, rights advocacy support, mobility support, and community support, a process of creating a multidimensional daily life of a person with disabilities was being prepared. At the end of this study, we discussed the implications for the practice of welfare for people with disabilities in Korea, and described how follow - up research is needed on how to support the daily life of people with disabilities.
