학교폭력 예방 정책에 대한 학생과 교원의 인식 차이 분석: 성폭력 정책을 중심으로

국문 초록

이 연구는 학교폭력 관련 정책 가운데 성폭력 정책에 대한 학생과 교원의 인식 차이를 분석하고, 향후 효과적인 성폭력 대책 방안을 제시하는 것을 목적으로 한다. 분석 결과, 학교 내 성폭력(성희롱 포함) 수준에는 학생과 교사 간의 인식 차이가 없는 것으로 나타났지만, 성폭력의 원인 및 성폭력 예방교육의 효과 그리고, 성폭력 정책의 효과성에 대하여 학생과 교원 간의 인식 차이가 있는 것으로 나타났다. 효과적인 성폭력 예방 및 근절을 위한 정책적 시사점은 다음과 같다. 첫째, 학교에서 실시하는 성폭력 예방교육 내용 및 방법의 내실화가 필요하다. 둘째, 성폭력 가해학생에 대한 처벌 강화가 요구된다. 셋째. 성폭력 관련 전문가 지원 인력 강화가 필요하다. 교육지원청 차원에서 강사를 지원한다면 성폭력 예방교육 및 공정하고 전문적인 성폭력 사안처리에 도움이 될 것이다.

영문 초록

The purpose of this study is to analyze differences in awareness of students and teachers on the sexual violence policy among policies regarding school violence, and propose the effective interventions based on the analysis. Major findings include the followings. Both students and teachers reported that the level of sexual violence within school is not severe. No significant differences in awareness between two groups are found. However, there are differences in awareness on the causes of sexual violence and the effectiveness of prevention education and policies related to sexual violence. Based on these findings, the policy implications for effective sexual violence prevention and eradication are as follows. First, it is necessary to improve the quality of sexual violence prevention education conducted in schools. Second, strengthening the punishment for perpetrator students of sexual violence is required. Third, it is necessary to improve the support of professional workers. Each Office of Education needs to organize the pooling of professional instructors in accordance with different types of schools and sexual violence. This will allow the effective implementation of sexual prevention education and fair and professional management of sexual violence cases in schools.
