국문 초록

본 연구는 Kingdon의 정책흐름모형에 근거하여 자유학기제의 정책 형성 및 자유학년제로의 정책 변동 과정을 분석하였다. 자유학기제 정책의 경우 ‘정책의 창’이 열리는 데 ‘대선’이라는 정치적 흐름의 영향이 강하게 작용한 것으로 밝혀졌다. ‘대선’이라는 정치의 흐름과 대통령 후보의 공약으로 제시된 ‘자유학기제’라는 대안의 흐름이 입시, 경쟁 위주의 초·중등교육의 문제, 인력 미스매칭이라는 사회적인 문제와 결합하면서 ‘정책의 창’이 열리게 되었다. 박근혜 대통령 집권과 더불어 자유학기제는 국정과제로 채택되었고, 정책적 지향점이 유사한 혁신학교,‘중1 진로탐색집중학년제’, 아일랜드의 ‘전환학년제’와 같은 국내외 유사 정책들을 차용함으로써 구체적인 정책 대안이 형성되었다. 이후 학교 현장에서 자유학기제가 운영되는 가운데, 한 학기만의 단절된 경험으로는 학교교육 전반을 개선하고자 하는 자유학기제의 정책적 효과를 거두기 어렵다는 의견들이 피드백되어 문재인 정부에 이르러‘자유학년제’로 정책 변동이 이루어졌다.

영문 초록

This study analyzed the process of policy formation of Free Semester Program and policy change of Free School-Year Program based on Kingdon ’s policy streams model. As a result of the analysis, it was found that the politics stream of the presidential election strongly influence the policy window to open. The stream of the politics of ‘presidential election and the stream of policy alternative of ‘Free Semester Program’ proposed by the campaign promise of the presidential candidate, combined with the problem stream of primary and secondary education in Korea, that is competition-oriented and mismatched with workforce demand. With the beginning of Park Geun-hye administration, the Free Semester Program was adopted as one of the major national agenda. The streams of policy alternatives flowed such as innovative schools, career-oriented school year programs. By adopting policies, concrete policy alternatives have been formed. In the aftermath of the free semester in the school field, there were positive feedbacks on the free school and the negative feedbacks on length of one semester was not enough for implementing the free semester. It brought the policy changefrom ‘Free Semester Program to ‘Free School-year Program .
