국문 초록

이 논문은 최근 가족정책의 성공에 핵심변수로 부상하고 있는 젠더관계가 가족 관련 정책들에 어떻게 결합되어왔는지를 유형화시켜보고, 그것을 둘러싼 여성주의자들 내부의 논쟁점을 살펴보면서 한국에서의 가족정책이 추구해야 할 성평등적인 방향을 모색해보고자 하는 것이다. 최근의 여성주의 복지정책 연구자들은 일국의 사회정책이 임금노동에 기초한 사회권만이 아니라 양육노동에 기초한 권리를 어떠한 방식으로 정책체제에 포함시키느냐의 여부를 둘러싸고 복지국가의 유형논의를 새로운 차원으로 확대시켜왔다. 이 글에서는 젠더정색체제에 대한 고정적 유형화보다는 연속선의 개념을 사용하여 국가별 사래를 분석해보고자 했는데 독일과 미국, 프랑스 등 삼국의 사례를 중점분석하였다. 각국은 여성의 모성권을 강조하는 남성부양자 모델(독일), 그리고 노동권을 강조하는 이인소득자모델(미국),그리고 모성권과 노동권의 절충을 시도하는 중도적 모형의 사례(프랑스)로 파악되었기 때문이다. 그리고 이들 국가의 구체적인 정책적 특징에 대한 논의를 바탕으로 그러한 정책체제가 갖는 여성주의적 논란과 함의를 살펴보았다.

영문 초록

This study examines the ways in which the gender perspectives are integrated in the family policy of western welfare state and tries to search for the ways the family policy in Korea should take on, focussing 00 the feminist discourses on the welfare state types. The recent feminist discourses on the welfare policy have tried to broaden the conceptual scope of the citizenship and the nature of the beneficiaries in the social welfare system. They have argued that the application of the social welfare system should be based on the contribution not only by the wage labor but also by the caring work of women. This study tried to understand the role of the state from a gender perspective, reviewing the transformative process of the western welfare state. The globalization process and the change of family patterns have made the dual-earner system of the family in more common. Under this condition the state has applied the gender-related policy either focussing the role of women on carer or on worker. Therefore, this study reviews three countries which represent different types of gender policy regime. Those countries include as follows: Germany with male-breadwinner model which emphasized the women's caring role, and U.S. with the dual-earner model which stressed the women's labor market participation, and lastly, France in the middle between U.S. and Germany. Based on the review of the caring policies of three countries and the feminist critics on them, this study identifies dilemma of securing both rights for women, namely the right of carer and that of the worker, but also stresses the importance of compatibility of the rights.
