정부 재정지원이 조직성과를 보장하는가? - 문화예술 조직의 지위와 지원 효과

국문 초록

문화예술은 시장 실패의 가능성이 높은 분야로 정부의 재정지원을 통해 이를 완충하고 예술의 지속 가능성을 확보하기 위해 정부의 재정지원을 중요한 정책 수단으로 활용하고 있다. 다만 정부 지원이 모든 문화예술 조직에 동일한 영향을 미친다고 보기 어렵고 그 방향성 또한 성과의 개선으로 나타나지 않거나 특정 수준을 넘어서면 오히려 성과를 저해할 가능성이 있다. 본 연구는 이러한 비선형성을 고려하여 누적적인 재정지원이 조직성과에 미치는 영향을 분석했다. 또한 문화예술 조직이 활동 지역 내 문화예술생태계에서 갖는 지위에 따라 그 효과가 어떻게 달라지는지를 탐색하는 데 초점을 두었다. 이를 위해 2012년부터 2018년까지 전문예술법인·단체로 지정된 조직의 운영 실적을 패널데이터로 구축하였고, 개별적으로 갖는 고유한 특성들은 고정 효과로 통제하여 살펴보았다. 분석 결과, 공공 지원금 수혜가 반복될수록 초기에는 재무성과가 개선되지만 일정 수준을 초과하면 효과가 감소하는 역 U자 형태의 관계가 나타났다. 이는 계속된 지원이 오히려 문화예술 조직의 재정자립 유인을 약화시키거나 의존성을 심화시킬 수 있음을 보여준다. 반면 운영성과에 대해서는 정부 지원이 초기에는 부정적인 방향으로 나타났지만, 시간이 지나면서 개선되는 방향으로 전환되는 U자형 관계를 보였다. 이는 반복 지원이 공연·전시의 편당 관객 수를 늘리고 문화예술 단체의 공연 성과 개선에 기여할 수 있음을 시사한다. 또한 정부 재정지원과 조직성과 관계에 영향을 미칠 수 있는 지역 문화생태계 내 조직 지위의 조절효과를 살펴보았다. 그 결과 높은 지위를 가진 조직은 안정적인 재정지원으로 혁신적인 변화나 성과 개선으로 나아가지 못했지만 지위가 낮은 조직은 공공 지원금 수혜를 통해 자원 접근성을 확대하고 성과를 개선해 나가는 잠재력을 보였다. 이러한 차이는 정부 재정 지원이 조직의 지역 문화생태계 내 위치에 따라 상이하게 작용함을 보여준다. 따라서 재정 지원의 효율성과 효과성을 높이기 위해 조직의 특성과 맥락을 반영한 전략적 지원이 필요하다. 특히, 광역·기초 문화재단과 같은 거점 지원 조직을 활용한 맞춤형 지원이 문화예술 생태계의 지속 가능성을 강화하고 재정 투자의 성과를 극대화하는 데 기여할 것으로 기대된다.

영문 초록

Culture arts are fields where market failures are likely to occur, so the government uses financial support as an important policy tool to mitigate risks ensure the sustainability of the arts. However, it is difficult to say that government support has the same impact on all cultural arts organizations. In addition, the direction of the support may not lead to improved performance, or it may even hinder performance if it exceeds a certain level. In consideration of this non-linearity, this study examined the effects of accrued financial support on the performance of cultural artistic organizations. The analysis showed that the financial performance of cultural organizations improved positively with repeated receipt of public funding, compensating for the initial lack of resources. However, we found an inverted U-shape, where the effectiveness of improving performance decreases beyond a certain level. In terms of operational performance, the cumulative effect of public financial support has a U-shaped relationship, with an initial negative impact, but a gradual transition to a positive effect over time. This suggests that while short-term increases in support alone are unlikely to improve operational performance, cumulative support over the long term may contribute to improved performance. We also examined an organization's reputation or status as an important contextual factor, considering how active it is within the local cultural ecosystem: organizations with higher status were less likely to be able to make transformative changes or improve their performance with stable funding, while organizations with lower status showed potential to expand their access to resources and improve their performance with public funding. These differences suggest that government funding can work differently for different organizations depending on their position in the local cultural ecosystem, highlighting the need for tailored support that takes into account the characteristics and context of cultural organizations.
