국문 초록

최근 극우주의와 이슬람 극단주의 세력에 의한 폭력 사태와 테러 공격의 위험이 증가하고 있다. 이러한 테러유형에는 차량 돌진, 자살 폭탄 테러, 무장 공격 등이 포함되며, 이 공격들은 주로 대규모 공공 행사와 같은 소프트 타깃을 겨냥하고 있다. 본 연구는 국제스포츠행사에서 발생한 테러 사례를 분석하여 정책적 함의를 도출하기 위해 문헌 및 사례 연구와 정책 분석을 수행했다. 이를 통해 국제스포츠행사에서의 테러 위협을 심층적으로 분석하고, 통합적이고 다차원적인 대응 전략 개발에 필요한 정책적 제언을 제시하고자 한다. 첫째, 「국제경기대회지원법」을 개정하여 조직위원회가 자체적으로 테러 및 안전 위협에 대응할 수 있는 체계를 구축해야 한다. 둘째,「테러방지법」에서 중복되거나 충돌하는 법률 조항을 재검토하고, 각 유관 기관의 역할과 책임을 명확하게 규정해야 한다. 셋째, 분산된 정보 시스템을 하나의 통합된 플랫폼으로 결합하여 실시간 정보공유와 상호 작용을 촉진해야 한다. 넷째, 인재풀시스템을 구축하고 지속적인 교육과 훈련을 통해 대테러 역량을 강화해야 한다.

영문 초록

The risk of violent incidents and terrorist attacks by far-right and Islamic extremist groups has been increasing recently. These types of terrorism include vehicle ramming, suicide bombings, and armed attacks, primarily targeting soft targets such as large public events. This study analyzes terrorist incidents at international sports events through literature review, case studies, and policy analysis to draw policy implications. By deeply examining the threats of terrorism at these events, the study aims to provide policy recommendations necessary for developing integrated and multidimensional response strategies. First, the “International Sports Event Support Act” should be amended to enable the organizing committee to independently establish systems to respond to terrorism and safety threats. Second, overlapping or conflicting provisions within the “Anti-Terrorism Act” should be reviewed, and the roles and responsibilities of relevant agencies should be clearly defined by law. Third, the dispersed information systems should be integrated into a unified platform to facilitate real-time information sharing and interaction among agencies. Fourth, a talent pool system should be established to ensure the availability of human and technical resources, and continuous education and training should be provided to strengthen counter-terrorism capabilities.
