국문 초록

2023년 10월 7일 시작된 이스라엘-하마스 전쟁은 현대전에서 동원될 수 있는 모든 하이브리드 위협이 사용된 복합테러의 극단적인 양상을 보여주었다. 오늘날 세계 각국의 각종 첨단 무기개발 경쟁에도 불구하고 이번 전쟁은 구식 재래식 무기와 아울러 드론, 사이버 공격 및 소셜미디어를 사용한 인지적 테러 공격 등이 동시다발적으로 구사되었다. 하이브리드전 수단으로서 인지적 테러 공격과 복합테러 공격은 더 강도 높은 무력충돌 즉 전면전의 시작 단계에서 집중적으로 이루어졌다. 특히 비국가 행위자들을 동원한 인지적 테러공격과 복합테러는 쉽게 구사할 수 있다는 측면에서 북한이 모방할 가능성이 높고, 핵공격보다 더 가능성이 높은 북한의 도발 형태가 될 수 있다. 이러한 맥락에서 이 연구는 이스라엘 하마스 전쟁에서 나타난 물리적 복합테러와 인지적 테러공격의 전개 양상과 특징을 분석하고 한국에 대한 정책적 시사점을 도출하는 것을 연구의 목적으로 삼는다.

영문 초록

The Israel-Hamas War which began in October 2023 has demonstrated an extreme type of complex coordinated terrorist attacks(CCTA) by mobilizing all kinds of modernized hybrid threats. Despite the countries’ global competition for developing various high-tech weapon systems today, the Israel-Hamas War has been featured both by the new ways of fighting using drones for CCTA and social media for cognitive terror attacks(CTA) and by the old-fashioned combat employing low-tech conventional weapons. It is expected that future warfare could unfold as the combined assault of CCTA and CTA as a preliminary military campaign at the early stage of a full-fledged high-intensity warfare. It is highly probable that North Korea could imitate this type of hybrid threats combining CCTA and CTA in its aggression toward South Korea because for the North, CCTA and CTA would seem to be perceived as a much easier method of provocation when compared to its use of nuclear threats. In this context, this paper examines how Hamas has conducted CCTA and CTA as combined hybrid threats in the early phase of the Israel-Hamas War and discusses what South Korea need to prepare in response to the threats of CCTA and CTA in the future warfare that could occur in the Korean Peninsula.
