재난 후 공동체 회복탄력성에 영향을 미치는 요인에 관한 연구

국문 초록

본 연구는 재난을 경험한 지역의 피해자가 인식하고 있는 공동체 회복탄력성에 영향을 미치는 요인을 검증하고, 지역사회복지적 관점에서 공동체회복탄력성을 강화하기 위한 방안을 모색하기 위한 목적으로 연구가 진행되었다. 공동체 회복탄력성은 지역이나 국가 공동체가 재난과 같은 위기상황을 극복할 때 필요한 사회적 자본 중 하나이다. 본 연구는 국립재난안전연구원 ‘2022년 재난피해 회복수준 실태조사’ 자료의 데이터를 활용하였다. 2022년 재난피해 회복수준 실태조사는 국내에서2019년부터 2021년까지 발생한 자연재난과 산불재난의 피해자를 대상으로실시한 조사로 본 연구에서는 응답자 3,016명의 자료를 활용하였다. 자료의 분석을 위해 SPSS 25.0을 사용하여 인구사회학적 특성과 주요변인의 관계성 확인을 위해 빈도분석, 상관관계 분석을 실시하였고, 연구모델 분석을 위해 사회적 지지, 재난 후 사회적 경험, 재난 후 제공받은 구호서비스의 만족도, 지자체 재난대응 만족도를 독립변인으로, 공동체 회복탄력성을종속변인으로 다중회귀분석을 실시하였다. 분석결과 다음 순으로 공동체 회복탄력성에 영향을 미치는 것으로 나타났다. 사회적 지지와 지자체 재난대응 수준, 재난 후 협력경험, 재난 후 구호서비스 만족도는 공동체 회복탄력성에 정적으로 유의미한 영향을 미치는 것으로 나타났다. 연구결과를 바탕으로 재난 후 공동체 회복탄력성을 증진시키기 위한 지역 사회복지의 실천적 방안을 제안하였다.

영문 초록

This study aims to identify factors influencing community resilience as perceived by disaster-affected individuals and to explore strategies for strengthening community resilience. Community resilience represents a critical form of social capital necessary for local or national communities to recover from crises such as natural disasters. Data were drawn from the 2022 Disaster Recovery Status Survey conducted by the National Disaster Management Research Institute, which targeted individuals affected by natural disasters and wildfires in South Korea between 2019 and 2021. For this study, we analyzed responses from 3,016 research subjects. SPSS 25.0 was used for frequency and correlation analyses to examine relationships among demographic and key variables in the data. A multiple regression analysis was conducted to assess the research model, with social support, post-disaster social experiences, satisfaction with relief services, and satisfaction with local government disaster responses as independent variables, and community resilience as the dependent variable. The analysis revealed that social support, local government disaster response, post-disaster cooperation experiences, and satisfaction with relief services positively and significantly influenced community resilience. Based on these findings, we propose practical approaches within community welfare to enhance community resilience in the aftermath of disasters.
