국문 초록
Recent reforms in the disciplinary inspection and supervision systems within universities have introduced two primary models: the establishment of disciplinary inspection and supervision teams and the office of supervisory commissioners. While these two models differ in their leadership systems and institutional arrangements, they share similarities in terms of responsibilities and authority. For instance, the disciplinary inspection and supervision team model, particularly as implemented in Tianjin, involves the establishment of independent dispatched institutions within universities. These institutions operate under the principle of “unified management of dispatched institutions,” where both leaders and staff belong to the dispatched personnel. This approach offers a valuable reference point for the future development of China’s disciplinary inspection and supervision system in universities. Based on this analysis, this paper explores optimization strategies for this model, focusing on leadership systems, structural arrangements, and the clarification of responsibilities and authority.
영문 초록
近年来,高校纪检监察体制改革呈现出两种不同的模式:高校纪检监察组和高校监察专员办公室。从派驻机构的领导体制、领导机构上,两者展现出不同,但在职责权限方面却表现出大同小异的特点。高校纪检监察组模式中尤其是其中的天津改革以在驻在高校单独设立派驻机构的形式,内设机构负责人及工作人员都属于派驻人员,呈现出“派驻统管”的特征,是我国今后高校纪检监察体制的可资借鉴的方向。最后本论文从领导体制、领导机构和职责权限提出了此模式的优化路径。
