국문 초록

Based on synergetics theory, this paper takes the education alliance of compulsory education in counties of Hubei Province as the research object and explores the construction path of the internal governance mechanism of the education alliance. The education alliance is a collaborative education system formed by multiple schools based on common goals, and its effective operation depends on the collaborative interaction among member schools. Synergetics theory provides theoretical support for the internal governance of education alliances, emphasizing emergence, multi-agent collaboration, key element guidance, positive interaction incentives, and dynamic evolution characteristics. Although the construction of education alliances in Hubei Province has shown vigorous vitality, it still faces challenges such as insufficient participation of governance subjects, imperfect governance structure, unsound governance system, and immature governance culture. To build an internal governance mechanism for education alliances from the perspective of collaborative governance, it is necessary to promote the in-depth participation and collaboration of multiple subjects, optimize the governance structure, improve the governance system, and cultivate a governance culture of collaboration, trust, and innovation. Key measures include strengthening top-level design, clarifying governance boundaries, building collaborative platforms, strengthening supervision and evaluation, and focusing on cultural construction. The innovation of this research lies in introducing synergetics theory into the research of internal governance of education alliances, providing a new theoretical perspective and practical path for promoting the high-quality development of compulsory education in counties.

영문 초록

本文基于协同学理论,以湖北省县域义务教育教联体为研究对象,探讨了教联体内部治理机制的构建路径。教联体是多所学校基于共同目标形成的协同育人系统,其有效运行依赖于成员校之间的协同互动。协同学理论为教联体内部治理提供了理论支撑,强调涌现性、多元主体协同、关键要素引领、良性互动激励和动态演化特征。湖北省教联体建设虽然展现出蓬勃生机,但仍面临治理主体参与不足、治理结构不完善、治理制度不健全和治理文化不成熟等挑战。构建协同治理视域下的教联体内部治理机制,需促进多元主体深度参与和协同,优化治理结构,完善治理制度,培育协同、信任、创新的治理文化。关键措施包括加强顶层设计,明晰治理边界,搭建协同平台,强化督导评估,注重文化建设等。本研究的创新点在于将协同学理论引入教联体内部治理研究,为推动县域义务教育高质量发展提供了新的理论视角和实践路径。
