국문 초록

이 연구는 협력적 거버넌스의 실질적인 작동을 위한 핵심 요인으로 민간(시민사회)의 대항력에 주목하면서, 사회혁신 영역에 도입된 거버넌스에 대하여 시민사회가 어떠한 관점으로 해석하고 전략적으로 대응하면서 어떠한 대항력을 형성해 나갔는지, 그 대항력의 구성요소와 이의 창출 기반이 무엇인지 등을 사례 연구를 통하여 분석하는 것을 목적으로 한다. 분석 대상인 천안사회경제연대는 거버넌스라는 새로운 파트너십 영역을 사회적경제 운동의 효과적인 참여 공간으로 인식하고, 이에 전략적으로 대응하면서 지난 12년간 지역의 사회적경제 운동을 견인하다. 이 연구에서는 천안사회적경제연대가 역사적 과정을 통하여 네트워크, 정책력, 정치력, 독립성을 구성요소로 하는 일정한 대항력을 형성하였으며 그 기반은 모든 구성원이 권한과 책임을 공유하면서 공적 체계에의 참여를 보장하는 자치 제도에 있음을 주장하였다. 즉, ‘모두에게 영향을 미치는 모든 것은 모든 구성원에 의해 논의되고 결정돼야 한다’는 자치의 원리를 엄격하게 적용한 사업 방식과 공적 참여체계 구축이 대항력 형성의 핵심 기반이라고 할 수 있다. 이 사례 연구는 거버넌스에 대응하는 시민사회의 전략과 활동을 관찰하는 데 있어 하나의 관점을 제공해 주는 예시적 사례로써 의미가 있다.

영문 초록

This study aims to analyze, through a case study, how civil society has interpreted and strategically responded to governance applied in the social innovation sector, what kind of countervailing forces it has formed, what the components of these forces are, and the basis for their creation, while focusing on civil society’s countervailing power as a key factor for the effective functioning of collaborative governance.The Cheonan Social Economy Network, the subject of this analysis, has been leading the local social economy movement for the past 12 years by recognizing and strategically responding to the new partnership space of governance as an effective space for participation in the social economy movement. The study argues that the Cheonan Social Economy Network has developed a certain level of countervailing power through historical processes, consisting of networks, policy influence, political power, and independence.The foundation of this power lies in a system of self-governance that ensures participation in the public system while sharing power and responsibilities equally among all members, who are considered peers. In other words, the method of strictly applying the principle of self-governance, which states that “everything that affects everyone should be discussed and decided by everyone,” along with the establishment of a public participation system, are the core foundations of the countervailing power. This case study is significant as an illustrative example that provides a perspective on the strategies and activities of civil society in response to governance.
