국문 초록

Since the reform and opening-up, China's productivity has undergone significant changes. However, as the country is still in the primary stage of socialism, the demand for productivity development in economic and social construction remains substantial. Against this backdrop, General Secretary Xi Jinping has repeatedly emphasized the concept of new quality productivity, highlighting the crucial role of technological innovation in promoting high-quality development. Nevertheless, with technological progress and industrial expansion, the objective causes of overcapacity have gradually emerged, posing negative impacts on China's economic development that cannot be ignored. This paper, based on the new development stage, reexamines the developmental trajectory and theoretical connotations of the concepts of new quality productivity and overcapacity, explores their contradictory relationship, analyzes the causes of overcapacity in China from both common and specific perspectives, and proposes strategies and measures for managing overcapacity in the process of promoting new quality productivity, in alignment with market laws and China's actual conditions, providing decision-making references for policymakers and enterprises.

영문 초록

本自改革开放以来，中国生产力发生了翻天覆地的变化，但由于我国仍处于社会主义初级阶段，经济和社会建设对生产力的发展需求依然巨大。在此背景下，习近平总书记多次强调新质生产力概念，突出科技创新在推动高质量发展中的重要地位。然而，伴随技术进步和产业扩张，可能导致产能过剩问题的客观原因逐渐显现，其对我国经济发展的负面影响不容忽视。本文立足新发展阶段，重新审视了新质生产力与产能过剩概念的发展脉络与理论内涵，探讨了二者之间的矛盾关系，从普遍性和特殊性角度分析了中国式产能过剩的形成原因，并提出了在推动新质生产力过程中顺应市场规律和切合中国实际的产能过剩治理策略和措施，为政策制定者和企业提供决策参考。
