주택 투기지역 지정의 정책효과 분석 - 2017년 및 2018년 투기지역 지정을 중심으로

국문 초록

규제지역 제도의 개정으로 규제가 중복되고 복잡해진 상황에서 본 연구에서는 투기지역 지정의 정책적 성격을 살펴보고 투기지역의 개별적인 지정효과를 실증적으로 분석하였다. 시간 가변적 정책효과와 가격수준에 따라 이질 적인 정책효과를 추정하기 위해 실거래가 9억원을 기준으로 구분한 하부시장에 대해 시간가변적 정책효과를 고려한 이중차분모형을 사용하였다. 서울시를 대상으로 분석한 결과, 2017년 투기지역 지정은 아파트가격을 상승시키는 효과를 주었지만 2018년 투기 지역 지정은 아파트가격을 안정시키는 역할을 한 것으로 나타나, 상반된 정책효과를 보여주었다. 이는 투기지역의 지정효과를 예상하기 어렵다는 것을 말해준다. 또한, 투기지역 지정은 지정 이후 시행된 부동산정책의 성격에 따라 정책 의도와 다른 효과를 가져올 수 있으며, 주택시장의 환경에 따라 주택가격을 안정화하는 역할을 할 수 있음을 확인하였다. 이는 투기지역 지정정책이 효과를 내기 위해서는 부동산정책이 정교하게 마련되어야 함을 시사한다.

영문 초록

In a situation where regulations have become redundant and complex due to the revision of the policy of designating regulatory districts, this study examined the policy characteristics of the designation of housing speculation areas and empirically analyzed the individual policy effects of housing speculation areas. In order to estimate the time-varying policy effects and heterogeneous policy effects according to price levels, the difference-in-differences method that considers time-varying policy effects was used for submarkets classified by price levels of KRW 900,000,000. As a result of the analysis of Seoul, the designation of housing speculation areas in 2017 had the effect of increasing apartment prices, but the designation in 2018 played a role in stabilizing apartment prices, showing mixed policy effects. This suggests that it is difficult to predict the policy effect of designation of housing speculation areas. In addition, it was confirmed that the designation of speculation areas can have effects different from the policy intention depending on the subsequent real estate policy implemented after the designation, and can play a role in stabilizing housing prices depending on the housing market environment. This suggests that real estate policies must be elaborately prepared in order for the designation policy of housing speculation areas to be effective.
