국문 초록

5세기 고구려는 다양한 세력과 동시에 교섭을 추진하였다. 그중 눈길을 끄는 것은 몽골초원에서 활동하였던 유연과의 교섭이다. 이 글은 5세기 고구려와 유연의 교섭 배경과 양상을 살펴보고, 양국 관계의 실상을 볼 수 있는 479년 지두우 분할 사건의 전개 과정을 살피는 데 목적이 있다. 이를 통해 고구려와 유연을 연결하는 ‘蒙古草原路’의 운영이 가지는 효과와 의미를 탐색하고자 하였다. 고구려와 유연은 5세기 전반 北燕을 매개로 처음 접촉하였다. 그렇지만 양국의 교섭이 가시화된 것은 430년대 중반 이후다. 여기에는 북위의 화북 통일이 영향을 미쳤다. 북위와 접경하였던 고구려와 유연은 당면한 위협을 줄이는 동시에 연합할 수 있는 우방 세력을 확보하고자 하였다. 서로에 대한 관심이 높아졌으며, 양국 관계는 점진적으로 강화되었다. 정황으로만 확인되던 고구려와 유연의 교섭을 실질적으로 엿볼 수 있는 사례가 479년 지두우 분할 모의이다. 해당 사건의 실행 여부를 두고 여러 가지 견해가 있다. 이 글에서는 470년대 후반 국제정세와 契丹 등 주변 세력의 움직임을 종합하였을 때, 고구려와 유연의 지두우 분할은 결행되었다고 보았다. 이를 통해 고구려와 유연은 두 세력을 연결하는 이른바 ‘蒙古草原路’를 안정적으로 운영할 수 있게 되었다. 고구려는 蒙古草原路를 운영함으로써 勿吉을 비롯해 契丹·庫莫奚 등 만주 지역에서 활동하였던 여러 세력의 활동을 통제하거나 제약할 수 있었다. 그뿐만 아니라 蒙古草原路는 고구려와 초원의 세력을 연결하는 초원 네트워크 마련의 토대가 되었다. 이후 초원 세력은 이 네트워크를 통해 식량이나 철 등 부족한 물자를 공급받을 수 있었다. 한편 고구려는 초원에서 나는 물품을 확보하였다. 이는 고구려 내에서 소비되거나 제3세력과의 교역에 활용되었다. 나아가 초원 네트워크는 요동과 연결된 또 다른 네트워크와 연결되었다. 이로써 고구려는 요동을 거점으로 한 광역 네트워크(網)를 구축할 수 있는 기반을 마련하였다.

영문 초록

In the 5th century, Goguryeo engaged in diplomatic negotiations with various groups. Among these, the interactions with the Rouran(柔然), who were active in the Mongolian Steppe, are particularly noteworthy. This article examines the background and aspects of the 5th-century diplomatic relations between Goguryeo and Rouran, the development of the Jiduwu(地豆于) division incident in 479, which provides insight into the actual state of their relationship, and the effects and significance of securing the Mongolian Steppe Route(蒙古草原路). Goguryeo and Rouran initially made contact in the early 5th century through the intermediary of Northern Yan. However, their diplomatic relations became visible only after the mid-430s, influenced by Northern Wei's efforts to unify northern China. Both Goguryeo and Rouran, bordering Northern Wei, sought to mitigate the threats they faced and secure allied forces. Their mutual interest grew, and their relations gradually strengthened. A concrete example of the previously circumstantial evidence of Goguryeo and Rouran's negotiations is the division of the Jiduwu region in 479. Although there are various opinions regarding whether this event was actually carried out, this article argues that, based on an analysis of the international situation in the late 470s and the movements of surrounding powers such as the Khitan(契丹), the division of Jiduwu by Goguryeo and Rouran was indeed executed. Through this, Goguryeo and Rouran were able to secure the so-called Mongolian Steppe Route that connected the two powers. Goguryeo was able to control or restrict the activities of various powers in Manchuria, including the Khitan. Furthermore, the Mongolian Steppe Route, connected to Liaodong, developed into a network that linked Goguryeo with various steppe forces. This steppe network enabled the steppe groups to receive supplies of essential goods like food and iron. Meanwhile, Goguryeo secured goods from the steppe, which were either consumed domestically or used for trade with third parties. The establishment of the steppe network did not merely connect Goguryeo with the steppe forces but also laid the foundation for creating a broader regional network by linking it with another network connected to Liaodong.
