19-20세기 전환기 서양에서의 인종론의 등장과 정치적 변용 - 사회다윈주의, 우생학, 인종 위생학을 중심으로

국문 초록

최근 우리 사회에서도 다양한 방식으로 표출되고 있는 극단적 혐오와 증오 현상은 남녀, 빈부, 계층, 지역, 세대, 이념, 종교, 정치의 갈등을 초래하고 있다. 이러한 갈등이 이어져 고착되고 내면화될수록 우리 사회는 양극화 현상에 직면하게 된다. 따라서 혐오와 증오 현상을 해결하고 방지하면서 치유할 수 있는 직접적인 논의가 시급하다. 이런 측면에서 필자는 모든 혐오와 증오 현상을 작동시키는 기제 방식은 바로 넓은 의미의 ‘인종론’이라고 판단한다. 필자는 구체적으로 말해 서양에서 19~20세기 전환기에 등장한 인종론에 주목해 보고자 한다. 19~20세기의 전환기는 인종론을 바탕으로 다양한 정치적 이념들과 정치 세력들이 결합하여 새로운 형태의 이데올로기가 등장한 시기다. 이 글의 주된 목적은 19~20세기 전환기에 고비노의 인종론이 특히 서구 유럽에서 어떤 형태로 변용되었는지, 또한, 그 변용 과정에서 어떤 정치적 이념들이 나타나 이데올로기의 임무를 수행하였는지를 해명하는 것이다. 이를 통해 우리는 인종론이 민족주의와 결합하여 국가 인종주의로 등장하는 과정과 현상을 제대로 이해할 수 있게 될 것이다. 이를 위해서 필자는 먼저 인종론과 민족주의의 결합으로 나타난 ‘사회다윈주의’, ‘우생학’, ‘인종 위생학’의 핵심 주장과 의미를 드러내고자 한다. 이 과정에서 인종론의 정치적 변용의 의미를 밝혀보고자 한다. 이에 덧붙여 인종주의와 나치즘, 전체주의와의 관련성에 대해서도 해명하고자 한다. 이러한 논의는 다문화 시대의 다국적, 다인종 사회에서 혐오와 배제, 불신과 증오를 극복하고, 소통과 연대, 배려와 포용의 가치를 다시 공고히 세워나갈 수 있는 계기를 제공해 줄 것으로 기대한다.

영문 초록

The extreme hatred and animosity that are being expressed in various ways in our society recently are causing conflicts in gender, wealth, social class, region, generation, ideology, religion, and politics. As these conflicts persist and internalize, our society faces polarization. Therefore, urgent direct discussions to resolve and prevent hatred and animosity are needed. From this perspective, the author considers that the mechanism that drives all forms of hatred and animosity is none other than the broad concept of ‘racialism.’ Specifically, the author intends to focus on the racialism that emerged in the transition period of the 19th to 20th centuries in the West. The transition period of the 19th to 20th centuries saw the emergence of new forms of ideologies, as various political ideologies and forces combined on the basis of racialism. The main purpose of this article is to elucidate how Gobineau’s racialism during the transition period of the 19th and 20th centuries was transformed, particularly in Western Europe, and to explain the political ideologies that emerged during this transformation process, performing the mission of ideologies. Through this, we can better understand how racialism combined with nationalism to give rise to state racism. For this purpose, the author first aims to reveal the core arguments and meanings of “social Darwinism,” “eugenics,” and “racial hygiene” that emerged from the combination of racialism and nationalism. In this process, the author intends to shed light on the political transformation of racialism. Additionally, the author seeks to explain the relevance of racism to Nazism and totalitarianism. It is hoped that such discussions will provide an opportunity to overcome hatred, exclusion, mistrust, and animosity in multicultural, multinational societies of the multicultural era, and to reaffirm the values of communication, solidarity, consideration, and inclusivity.
