특별자치도의 사회복지 예산 결정요인 분석 및 발전 방향 - 제주특별자치도, 강원특별자치도, 전북특별자치도 사례를 중심으로

국문 초록

본 연구에서는 제주특별자치도, 강원특별자치도, 전북특별자치도 등 국내 3개 특별자치도의 사회복지 예산에 영향을 미치는 결정요인(인구 요인, 재정 요인, 지역 요인)을 분석하고, 이를 토대로 특별자치도 사회복지 지출의 효율적 운영을 위한 발전 방향을 제시하고자 하였다. 본 연구의 방법으로, 지방재정통합공개시스템 지방재정365과 통계청(KOSIS)이 제공되는 2008년~2022년까지의 사회복지 예산 관련 패널자료를 활용하였으며, 회귀분석은 Stata 17.0을 활용하여 진행하였다. 본 연구의 결정요인 분석 결과에 대한 종합적인 요약은 다음과 같다. 첫째, 인구 요인에서, 건강보험 적용 인구, 고령인구 비율, 인구수가 사회복지예산에 유의미한 영향을 미쳤다. 둘째, 재정 요인에서는 지방자치단체의 재정적 여건이 사회복지 예산 결정에 주요한 영향을 미치는 것으로 나타났다. 셋째. 지역요인에서는 합계출산율과 사회복지시설 수가 사회복지예산에 중요하게 영향을 미치는 것으로 나타났다. 결론적으로, 본 연구는 다음과 같은 특별자치도의 결정요인 별 분석 결과를 토대로 도출된 특별자치도의 사회복지예산 발전 방향은 다음과 같다. 첫째, 고령인구의 증가는 사회복지 서비스 수요의 증가와 이에 따른 복지예산 증액의 필요성을 시사한다. 둘째, 재정자립도가 낮은 지역은 사회복지 서비스의 질과 양 높이기 위해 지방자치단체가 자체적인 재정 수입 확대 방안을 모색하고 자체 세수 확보를 위한 전략을 마련해야 한다.이를 통해 재정 자립도를 높이고, 안정적인 사회복지 예산 운용이 가능하도록 해야 한다. 셋째, 각 지역의 특성을 고려한 맞춤형 복지정책 개발이 중요하며, 이는 실제 정책 개선에 기여할 수 있는 방향으로 연구를 진행되어야 한다. 지역별 특수성을 반영한 맞춤형 정책은 주민들의 실질적인 복지 향상에 기여할 수 있다.

영문 초록

In this study, the determinants(population factor, financial factor, and local factor) affecting the social welfare budget of three special autonomous provinces in Korea, including Jeju Special Self-Governing Province, Gangwon State, and Jeonbuk Special Self-Governing Province were analyzed. Then, the development direction for the efficient operation of social welfare expenditure of the special autonomous province was suggested. As a method of this study, panel data related to the social welfare budget from 2008 to 2022 when the local finance integrated disclosure system local finance 365 and the Korea National Statistical Office (KOSIS) were provided were used, and regression analysis was conducted using Statistics 17.0. A comprehensive summary of the determinants analysis results of this study is as follows. First, in terms of population factors, the population covered by health insurance, the ratio of the elderly population, and the number of populations had a significant influence on the social welfare budget. Second, in terms of financial factors, it was found that the financial conditions of local governments had a major influence on the decision of the social welfare budget. Third, in regional factors, it was found that the total fertility rate and the number of social welfare facilities had a significant influence on the social welfare budget. In conclusion, in this study, the direction of development of the social welfare budget of special autonomous provinces derived based on the analysis results for each determinant of the following special autonomy is as follows. First, the increase in the elderly population suggests an increase in the demand for social welfare services and the need to increase the welfare budget accordingly. Second, in areas with low financial independence, local governments must seek ways to expand their own financial income and prepare strategies to secure their own tax revenues in order to improve the quality and quantity of social welfare services. Through this, it is necessary to increase financial independence and enable stable social welfare budget management. Third, it is important to develop customized welfare policies that take into account the characteristics of each region, and research should be conducted in a direction that can contribute to actual policy improvement. Customized policies that reflect regional specificity can contribute to the actual welfare of residents.
