국문 초록

본 연구는 민간 중간지원조직이라 할 수 있는 지역재단(인천시민재단)을 대상으로 재단의 책무성의 한 구성 요소인 조직 성과(performance)가 무엇이며 그 속성과 구성 요소는 무엇인지 재단의 주요 이해관계자 그룹의 한 축인 시민단체 활동가들의 관점을 통해 밝혀보고자 했다. 그들의 경험을 깊이 들여다봄으로써 그 안에서 출현하는 지역재단의 성과에 대한 새로운 이론 또는 설명 체계를 탐색해 보고자 했으며, 이를 위해 질적 연구 방법론의 하나인 근거이론을 통해 실체에 접근하고자 했다. 자료 수집은 인천시민재단과 관계를 맺고 있는 인천지역 활동가를 대상으로 심층인터뷰와 포커스그룹 인터뷰를 통해 이뤄졌다. 질적 코딩을 통해 33개 개념, 13개 하위 범주, 5개 범주를 확인했으며, 다섯 개의 범주는 ‘지원대상’, ‘지원전략’, ‘재단경영’, ‘상호작용’, ‘전반적 성과기준’으로 구성된다. 범주 간의 관계 분석을 통해 모든 범주가 ‘상호작용’이라는 핵심적 범주를 통해 소통한다는 사실을 발견할 수 있었다.

영문 초록

This article investigates the key attributes of successful foundation-grantee relationships based upon grantee perceptions which is one of indicators for measuring effective foundation performance, even if grantee perceptions alone are not able to answer questions regarding them. However, in a general sense that foundations pursue their goals and achieve their impact largely by working in partnership with their grantees, the importance of grantee perception of the relationships cannot be overemphasized. In one of the first empirical studies investigating foundation-grantee relationships from grantee viewpoint, 25 activists and practitioners working for civil society organizations and nonprofit organizations in Incheon region were interviewed about their perspectives on the relationships with the Incheon Civic Foundation in the Incheon civil society context as well as its quality of them and the data were analyzed using grounded theory methodology. Finally, five key themes were identified: grantmaking target and method, grantmaking strategy, foundation management, quality of interaction, and overall evaluation criteria, among which the quality of interaction is the most important because it plays the intermediary role between evaluation criteria and other themes, thereby considerably influencing on grantee perceptions. From our findings, research propositions are offered for the future and implications for researchers and practitioners are discussed. In a practical sense, particularly, it is crucial that foundation practitioners understand the characteristics of successful foundation-grantee relationships.
