국문 초록

이 연구는 지속가능발전과 협력적 거버넌스 관점에서 지역단위 지속가능발전 관련 제도화의 수준과 내용 등을 파악하여 추진 실태를 진단하는 것을 목적으로 한다. 이를 위해 충남도 13개 시･군을 대상으로 관련 조례와 이행 수단 및 기반 등 이행 체계, 지속가능발전협의회의 현황 등을 조사하고, 핵심 활동가들을 대상으로 한 심층 면접조사를 통하여 근접한 거리에서 현 실태를 규명하고자 하였다. 연구 결과, 첫째, 상당수 조례에 실효성과 관련한 일부 핵심 조항이 명시되지 않은 것으로 확인된다. 둘째, 모든 시･군에서 실제로 지속가능발전 이행 수단과 기반 등 이행 체계를 제대로 구축하지 않았다. 셋째, 지역 지속가능발전 추진을 사실상 주도하고 있는 지속가능발전협의회는 인력과 예산 등의 측면에서 볼 때 부여된 기능과 역할을 수행하기에는 환경이 매우 열악하다. 종합하면, 지속가능발전 관련 제도화의 취약성과 추진 환경이 매우 열악하다는 점이 확인된다. 핵심 원인으로 지방정부의 인식과 실천 의지의 부족이 제시된다. 이와 관련하여, 이 연구에서는 지방정부의 변화와 혁신을 자극하기 위한 사회적 압력 방안으로 민간의 대항력 형성 및 강화를 제시하면서 이를 의제화할 것으로 제안하였다.

영문 초록

This study aims to assess the state of implementation of institutionalization related to regional sustainable development from the perspectives of sustainable development and cooperative governance. To this end, we surveyed 13 cities and counties in Chungnam-do, examining relevant ordinances, implementation systems such as means and foundations, and the status of sustainable development councils, and conducted in-depth interviews with key activists to understand the current situation at close range. The research findings reveal, first, that many ordinances lack explicit provisions regarding the effectiveness and certain key clauses. Second, none of the cities and counties have properly established implementation systems, including means and infrastructure, for sustainable development. Third, the sustainable development conferences, which are practically leading regional sustainable development, face significant challenges in terms of human resources, budget, and fulfilling their designated functions and roles. Taken together, we find that the institutionalization of sustainable development is weak and the enabling environment is very poor. A lack of awareness and will to act by local governments is cited as a key cause. In this regard, the study suggests strengthening the private sector as a social pressure measure to stimulate local government change and innovation, and proposes to put it on the agenda.
