국문 초록

[연구목적] 이 연구의 목적은 국가 교육과정에서 지역 교육과정 개발을 위한 지침 설계 방안을 탐색하기 위해 핀란드의 ‘2014 국가 교육과정’ 사례를 분석하여 시사점을 도출하는 것이다. [연구방법] 이 연구에서는 핀란드 2014 국가 교육과정(기초교육), 국가 교육위원회 관련 자료들, 지역 교육과정의 사례로서 헬싱키시 교육과정에 대한 문서분석을 실시하였다. 이를 통해 국가 교육과정 개정 과정에서의 지역의 참여 양상, 국가 교육과정 문서에 제시된 지역 교육과정 관련 지침의 특징, 그리고 이러한 지침이 지역 교육과정을 어떻게 이끌었는지 살펴보았다. [연구결과] 연구 결과는 다음과 같이 드러났다. 첫째, 핀란드 국가 교육과정개정에서는 지역의 절차적 참여를 대내외적으로 보장하려는 노력이 있었다. 둘째, 핀란드 2014 국가 교육과정에서는 지역 교육과정의 중요성을 전면에 부각하고, 문서의 매 장마다 지역에서 결정해야 할 쟁점을 상세히 안내하고 있었다. 셋째, 헬싱키시 교육과정을 살펴본 결과, 핀란드 2014 국가 교육과정에서 제시된 지역 교육과정 관련 지침은 지역적 관점을 구체화하여 각 지역에서 국가 교육과정의 내용들을 보완하는 것을 돕는 기능을 하고 있었다. [결론] 연구 결과를 바탕으로, 이 연구에서는 차기 국가 교육과정 개정 과정에서 지역의 절차적 참여를 강화할 필요성, 국가 교육과정 문서에서 지역 교육과정개발에 도움이 되는 구체적인 세부 진술을 함께 제시할 필요성, 국가-지역-학교교육과정 간 일관성을 확보한 지역 교육과정 문서 구성 방식에 대한 고민이 필요함을 논의하였다.

영문 초록

[Purpose] The purpose of this study was to analyze the case of Finland’s 2014 National Core Curriculum in order to draw implications for the design of guidelines for the development of local curriculum within the national curriculum framework. [Methods] The Finnish 2014 national curriculum Document(Basic Education), related materials from the Finnish National Board of Education, and the Helsinki curriculum Document(Basic Education) as an example of a local curriculum were analyzed in this study. This study examined the local participation in the national curriculum reform process, the characteristics of the guidelines for local curriculum presented in the national curriculum documents, and how these guidelines have guided local curriculum. [Results] This study revealed the following. First, the revision of the Finnish national curriculum sought to ensure local participation in the process, both internally and externally. Second, the Finnish 2014 national curriculum foregrounded the significance of local curriculum, with each chapter of the document detailing issues to be decided locally. Third, in the case of the Helsinki curriculum, the guidelines for local curriculum set out in the Finnish 2014 national curriculum functioned to help local actors articulate local perspectives to complement the content of the national curriculum. [Conclusion] Based on the results, the study discussed the need to strengthen the procedural participation of the local actors in the next national curriculum revision process, the need to include specific detailed statements in the national curriculum to support the development of the local curriculum, and the need to rethink the way local curriculum documents are organized.
