국문 초록

본 연구의 목적은 문재인 정부의 재정분권 1단계 정책의 효과를 지역별로 비교 및 분석하는 데 있다. 지방자치단체의 세입과 세출의 자율성이 확보되었을 때, 재정분권이 실현될 수 있을 것으로 논의되어왔다. 그러나 우리나라의 지방자치단체는 스스로의 세입을 자유롭게 편성하기 어려운 환경에 놓여있다. 따라서 문재인 정부의 재정분권 1단계 정책이 세출자율성을 개선하였는지를 분석하여, 정책 효과를 판단하고자 한다. 분석 결과, 첫째, 정책의 실시 이후, 광역자치단체의 재정 자립도는 개선되었으나 자체사업의 비중은 개선되지 않는 것으로 나타났다. 이는 중앙정부의 국고보조사업 규모의 가파른 증가 때문으로 판단된다. 둘째, 정책의 실시 이후, 지역별 가중치가 높은 도에서 세출자율성의 개선이 큰 것으로 나타났다. 이는 지역별 가중치에 따른 분배가 지방재정의 형평성 측면에서 도움이 될 수 있다는 점을 시사한다.

영문 초록

The purpose of this study is to compare and analyze the effects of the Moon Jae-in government’s first phase of fiscal decentralization by region. Fiscal decentralization is achieved when local governments have secured autonomy over their revenues and expenditures. However, it is challenging for Korean local governments to independently manage their revenues. Therefore, the purpose of this study is to assess the effectiveness of the policy by examining whether the first phase of the Moon Jae-in government's fiscal decentralization has enhanced the autonomy over expenditures. The analysis showed two main findings. First, following the policy implementation, the financial independence of metropolitan and provincial governments improved. However, the proportion of their own projects did not increase, which is likely due to a steep increase in the size of centrally subsidized projects by the central government. Second, the analysis revealed that the improvement in expenditure autonomy was significant in regions with higher weights. This suggests that distributing resources according to regional weights can be helpful in terms of achieving local fiscal equity.
