사회복지 분야 국고보조사업이 지방자치단체의 재정자율성에 미치는 영향

국문 초록

이 연구는 지방정부로 사회복지 사무가 이양된 배경은 상대적으로 국민과 더 가까운 지방정부의 경우 국민의 선호와 요구를 파악하고 충족시키기 용이하기 때문에 서비스 제공의 효율성이 증가할 것이라는데 가정한다(Tiebout, 1956; Crook and Sverrisson, 2001; Oates, 1972). 국고보조금은 중앙정부가 지방정부에 이양된 특정 사무를 수행하기 위한 재원을 지원하는 것으로, 보편적 복지 비율이 높은 사회복지 분야의 경우 인구 증가에 따른 준고정비적 성격의 지출 확대에 대한 파급력이 높아 더욱 지방재정의 압박으로 이어진다. 이 연구는 경험적으로 이를 분석하기 위하여 226개 기초자치단체를 대상으로 2011~2021년 동안 점차 증가하고 있는 사회복지 분야 국고보조금이 재정자율성에 실질적으로 어떠한 영향을 미치는지에 대해 알아보기 위해 패널회귀분석을 실시하였다. 분석 결과, 우리나라 기초자치단체의 경우 사회복지 분야 국고보조금이 높을 경우 재정자율성이 감소한다는 유의미한 결과가 나타났으며, 이에 따라 다음과 같은 시사점을 제시하고자 한다. 향후, 우리나라가 사회복지 분야의 질 높은 서비스를 제공하면서 지방의 재정자율성을 높이는 방안으로 ① 지방자치단체의 소규모, 중복 사업 등을 조정하고 효과성 있는 신규 사업 발굴 필요, ② 포괄보조금 확대 및 차등 보조율 개편 방안을 검토, ③ 복지사업의 국가 최소 기준 수립, ④ 지방세입원 확충을 통한 자체사업 강화 등을 제시하고자 하였다.

영문 초록

This study presumes that as social welfare duties have been transferred to local governments, the efficiency of services will increase because local governments, which are relatively closer to the people, can easily identify and satisfy people’s preferences and needs (Tiebout, 1956; Crook and Sverrisson, 2001; Oates, 1972). A government grant refers to financial support by the central government to execute specific duties transferred to local governments. In the case of the social welfare area that has a high universal welfare ratio, the influence of population increase on the expansion of quasi-fixed expenses is large, financially suppressing local governments. A panel regression analysis was carried out to examine the actual effects of increasing national grants in the social welfare area on the financial autonomy of 226 primary local governments, from 2011 to 2021. As a result, the primary local governments of South Korea showed a significant decrease in financial autonomy with increasing national grants in the social welfare area. The following methods were proposed as methods for South Korea to increase the financial autonomy of local governments while providing high-quality services in the social welfare area: ① Reorganize small-scale and redundant projects of local government bodies and find effective new projects; ② expand block grants and consider reorganizing differential grant rates; ③ establish the minimal national standards for welfare projects; and ④ strengthen internal projects by increasing local tax revenue sources.
