재정분권정책 관련 학계와 언론에 대한빅데이터 분석결과와 정책적 함의

국문 초록

지방자치제의 재실시 이후 현재까지 재정분권에 대한 논의는 주요하게 이루어져왔다. 특히, 지방재정을 전공하고 있는 많은 학자들과 지방자치단체 공무원, 그리고 언론 등에서는 재정분권의 필요성을 제기하고 있다. 이에 따라, 학계와 언론에서 제기하는 재정분권정책의 방향과 수단 간에는 어떠한 차이가 존재하는지에 대한 궁금증이 생기게 된다. 이러한 배경하에서 본 연구는 역대 정부별로 학계와 언론이 바라보는 재정분권의 이슈를 살펴봄으로써 정부별 재정분권정책의 지향점이 일치하고 있는지 검증하는데 목적이 있다. 분석 결과, 재정분권은 세입 중심의 논의, 중앙에서 지방으로 권한을 이양하는 당위성 중심, 지역 균형에 대한 관심 등으로 학계와 언론에서 바라보고 있는 재정분권 이슈가 유사한 것으로 분석되었다. 다만, 재정분권 논의가 세입 중심, 특히, 세입의 규모 확대 중심으로만 논의가 치우치고 있으며, 역대 정부를 구분할 때도 정책목표의 상이성은 확인되지 못하는 것으로 나타났다. 이는 정부별로 재정분권 논의의 시작이 다를 뿐 규모의 확대를 제외한 세입분권, 세출분권, 자율성, 책임성 등 실제 학술적 논의에서 이루어지고 있는 재정분권의 목표나 방향에 대한 다른 논의는 언론에서 이슈화 되고 있지 못하는 것으로 나타난다. 즉, 아직까지 재정분권은 총액측면에서의 이양이 주요하게 논의되어지고 있음을 알 수 있다.

영문 초록

Since the implementation of local autonomy, discussions regarding fiscal decentralization have prominently persisted to the present day. Particularly, scholars specializing in local finance, local government officials, and the media have raised the necessity of fiscal decentralization. Consequently, an academic inquiry arises concerning potential disparities in the orientations and means of fiscal decentralization policies articulated by academia and the media. Against this backdrop, this study aims to scrutinize the issues of fiscal decentralization as perceived by academia and the media across different governmental administrations, in order to verify whether there is alignment in the orientations of fiscal decentralization policies pursued by each administration. Analytically, the examination reveals that fiscal decentralization issues viewed by academia and the media manifest striking similarity, emphasizing revenue-centric discussions, the rationale for transferring authority from central to local governments, and interest in regional balance. However, the discussions tend to gravitate predominantly towards revenue, especially its expansion, while discerning differences in policy objectives among administrations proves elusive. This suggests that while the initiation of fiscal decentralization discussions may vary across administrations, substantive debates regarding the objectives and directions of fiscal decentralization, such as revenue decentralization, expenditure decentralization, autonomy, and accountability, are not adequately articulated in media discourse. In essence, fiscal decentralization predominantly remains confined to discussions revolving around the transfer of fiscal resources.
