국문 초록

본 연구는 지방상수도를 공급하고 있는 지방자치단체를 대상으로 2005년부터 2021년까지의 패널데이터를 활용하여 정부 이전재원이 상수도사업 지출에 미치는 재정적 영향에 대해 분석하고자 하였다. 정부는 지속적으로 지방상수도 개선을 위해 보조금을 지원하고 있지만 이러한 이전재원이 어떠한 효과를 내고 있는지에 대한 연구는 거의 존재하지 않는다. 이에 본 연구는 지방상수도에 지원되고 있는 교부세 및 국고보조금 등의 이전재원이 시･군 자치단체의 상수도 지출에 어떠한 영향을 미치는지 분석하였다. 분석결과에 따르면, 총지출을 세부유형(관리운영비 지출, 자본지출, 채무상환 지출)으로 분류하였을 때 시 자치단체에서 이전재원은 관리운영비 지출, 자본지출, 채무상환 지출을 자극하는 것으로 나타났다. 그러나 군 자치단체에서 무조건부 및 조건부 보조금은 자본지출을 자극(끈끈이효과 존재)하는 것으로 나타났으나 무조건부 보조금은 관리운영비 지출을 감소시키는 것으로 나타났다. 다수의 지자체가 재정압박으로 상수도 개선에 어려움을 겪고 있는 상황에서 본 연구는 상수도 관련 이전재원의 재정적 효과를 살펴봄으로써 정책의 보완 및 수정을 통해 효과적 재정지원 방안을 모색을 위한 정책적 시사점을 제시하고자 하였다.

영문 초록

This study aims to examine the fiscal impact of intergovernmental transfers on local expenditures for local water services of 152 Korean local governments based on panel data from 2005 to 2021. There is little literature regarding the fiscal impact of intergovernmental aid for the improvement of water infrastructure although upper-level governments have continuously provided financial support to local governments. The findings of this study present that both unconditional and conditional grants stimulate total expenditures for water service including operation and construction of water facilities. However, the results show different findings when the total expenditure is disaggregated into three dependent variables: 1) expenditure for operating and maintenance, 2) capital expenditure, and 3) debt service. For instance, unconditional grants for water service show crowd-out effects of spending for operation and maintenance while unconditional grants and conditional grants stimulate capital outlays and debt service. Based on these results, this study contributes to seeking effective ways to provide financial support to local governments undergoing difficulties in the improvement of local water infrastructure by fiscal pressure.
