국문 초록

한국·일본·대만 및 독일은 근대적 토지등록제도의 계통을 같이하고 있으며, 토지등록공부를 창설할 당시에는 비슷한 토지등록공부의 관리 체계를 갖추고 있었다. 그러나 오랜 기간이 경과한 현시점에서는 토지등록공부의 관리 체계가 많은 차이점을 나타내고 있다. 따라서 본 연구는 독일 및 동북아시아 3국인 한국·일본 및 대만에 대한 토지등록공부의 관리 체계 및 현황을 국가간 상호 비교·분석하고, 이를 토대로 우리나라의 효율적인 토지등록공부의 관리 체계 개선방안을 제시하고자 하였다. 토지등록공부의 관리 체계 개선방안으로는 다양한 형태의 대장과 도면을 각각 통합 일원화하고, 토지소유 경계 등록 및 경계복원을 위한 지적도를 1필지 지적도로 개편할 것을 제안하였으며, 이를 실행하는 방안으로 단기적·장기적 방안으로 구분하여 제시하였다.

영문 초록

Korea, Japan, Taiwan, and Germany share the same modern land registration system, and had a similar land registration management system at the time the land registration book was created. However, at present, after a long period of time, there are many differences in the management system of the land registration ledger. Therefore, this study compares and analyzes the management systems and status of land registration books in Korea, Japan, and Taiwan, three countries in Northeast Asia including Germany, and improves Korea's future-oriented and efficient land registration book management system based on this. As a way to improve the management system of land registration books, it was proposed to integrate and unify various types of registers and drawings, respectively, and to reorganize the cadastral map for land ownership boundary registration and boundary restoration into a single cadastral map. As a concrete plan to implement this, it was proposed by dividing it into short-term or long-term plans.
