국문 초록

본 연구에서는 지적재조사사업의 책임수행기관제도에 관한 이해관계자의 의견수렴을 통해 책임수행기관제도의 시사점을 파악하고, 이에 관한 개선사항을 도출하여 책임수행기관제도의 발전 방향을 제시하였다. 지적소관청, 책임수행기관인 한국국토정보공사, 민간대행자를 이해관계인으로 설정하고, 각각의 의견을 수렴하였다. 의견수렴 결과, 책임수행기관제도에 관한 효율성 향상 및 만족도, 민간대행자의 참여율 향상, 한국국토정보공사의 공적 영역 수탁, 측량수수료의 현실화 등은 의견이 공통된 것으로 나타났으나, 책임수행기관의 지정 기준, 책임수행기관과 민간대행자 간의 업무 배분 및 수행 부분 등은 이해관계자별 의견이 상이하여 조율이 필요할 것으로 나타났다.

영문 초록

In this study, the implications of the responsible institution system were identified by collecting opinions from stakeholders on the responsible institution system for the intellectual re-investigation project, and improvements were derived to suggest the direction of the development of the responsible institution system. The intellectual agency, LX, and a private agent, which are responsible performing agencies, were set as stakeholders and each opinion was collected. As a result of collecting opinions, opinions were found to be common on improving the efficiency and satisfaction of the responsible institution system, improving the participation rate of private agents, the public domain consignment of the Korea Land Information Corporation, and the realization of survey fees, but the designation standards of the responsible institution, the distribution and performance of tasks between the responsible agency and the private agent were different from each other, so coordination was required.
