수원국의 ESG 요인이 공여국의 ODA 재원 배분에 미친 영향

국문 초록

연구목적: 국제사회에서 ESG에 대한 관심이 높아지는 가운데, 수원국의 ESG 요인이 공여국의 ODA 재원 배분에 미친 영향을 실증적으로 분석한다. 연구의 중요성: 국제개발협력 분야에서 공여국의 ODA 재원 배분 행태를 ESG 적인 측면에서 분석하고, UN SDGs 의제 이후 더욱 강조되는 수원국 환경 요소 (지속가능성)에 대해 설명한다. 연구방법론: 수원국의 ESG 요인이 공여국의 ODA 재원 배분에 미친 영향을 분석하기 위해 국가별 ESG 표준화 지수를 구축한 후 실증분석을 실시한다. 특히, ODA 재원배분의 경우 직접적으로 관찰이 가능한 변수 이외에도 관찰할 수 없는(변수화 할 수 없는) 다양한 요인이 영향을 줄 것이므로 이를 통제하기 위해 시변적인 고정효과와 연도불변적인 고정효과를 모형내에 포함시킨다. 한편 국가별 ESG 지수의 경우 계량적 기법을 이용하여 구축하였다. 연구결과: ESG 지표와 SDGs의 지표간에는 통계적으로 유의한 양의 상관관계를 보인다. ESG 요인이 공여국의 ODA 재원 배분에 미친 영향을 분석한 결과에 따르면, 2005~2013년에는 사회변수, 2014~2020년 중에는 사회변수(S)와 환경변수(E)가 함께 통계적 유의성을 보였다. 반면, 거버넌스 변수(G)는 모든 추정방법에서 통계적 유의성을 확보하지 못하였다. 결론 및 시사점: 본 연구에서 도출된 ESG 지표와 SDGs의 지표간 상관관계를 구해보면 통계적으로 유의한 양의 상관관계를 보이는 데 이는 수원국의 SDGs 달성에 ESG 요소가 디딤돌 역할을 할 수 있는 것을 시사한다. 그리고 ODA 재원배분에서 ESG 요인은 2005~2013년의 경우 사회변수, 2014~2020년에는 사회변수와 환경변수가 통계적 유의성을 보였는데, 이는 국제개발협력의 패러다임 변화를 반영한 결과이다. 거버넌스 변수는 모든 추정방법에서 통계적 유의성을 확보하지 못하였는데, 이는 사회변수와 환경변수와 달리 ESG 관련 요소 중 거버넌스에 대한 고려가 상대적으로 미흡했을 가능성을 시사한다.

영문 초록

Purpose: This study aims to empirically analyze how ESG factors in recipient countries influence the donor’s ODA allocation. Originality: It analyses donors' ODA allocation behavior from an ESG perspective. It also explains the environmental factors of recipient countries, which have been increasingly emphasized since the UN SDGs agenda. Methodology: To analyze the impact of recipient countries' ESG factors on the donor’s ODA allocation, a standardized ESG index for each country is constructed. There are various unobservable factors which likely to influence the ODA allocation, hence time-varying and time-invariant fixed effects are incorporated. Meanwhile, the country-specific ESG indices are constructed using quantitative techniques. Result: ESG and SDG indicators demonstrate a statistically significant positive correlation. An analysis of the impact of ESG factors on the donor’s ODA allocation reveals that social factors played a significant role during 2005-2013. From 2014 to 2020, both social and environmental factors were statistically significant, while governance factors did not attain statistical significance. Conclusion and Implication: When examining the correlation between ESG and SDG indicators, a statistically significant positive correlation is observed. This suggests that ESG factors can act as a building block towards the achievement of SDGs in recipient countries. The ESG factors played varying roles over time. From 2005 to 2013, social factors were significant, while from 2014 to 2020, both social and environmental factors showed statistical significance. It can be explained by the paradigm shift in development cooperation. However, governance factors did not achieve statistical significance in any estimation methods, implying that, considerations of governance factors might have been relatively insufficient.
