국문 초록

본 연구는 공직부패 예방에 있어 행정통제의 역할과 공무원의 객관적 및 주관적 책임감이 공직부패 인식에 미치는 영향을 분석하는 것을 목적으로 한다. 이를 위해 한국행정연구원의 ‘2022년 정부부문 부패실태조사’를 활용하여 행정통제와 행정책임이 대국민 부패인식에 미치는 영향을 구조방정식을 사용하여 분석하였다. 주요 분석결과는 다음과 같다. 우선 행정통제와 공직부패사이 객관적 책임성의 매개효과를 확인할 수 있었다. 둘째, 행정통제의 미비는 주관적 책임성의 약화를 통해 부패인식에 영향을 미치는 것을 확인할 수 있었다. 이상의 가설 검증을 토대로 정책적 대안을 제안하였다.

영문 초록

This study aims to analyze the role of administrative control in preventing public corruption and the impact of public officials' objective and subjective responsibility on public corruption. To this end, the study analyzed the impact of administrative control and administrative responsibility on the public's perception of corruption by using the Korea Public Administration Research Institute's '2022 Survey Research on the Level of Perception of Public Corruption in Korea'. The main results of the analysis are as follows. First, we found a mediating effect of objective accountability between administrative control and public corruption. Second, we found that a lack of administrative control affects corruption perceptions through a weakening of subjective accountability. Based on the above hypothesis testing, we propose policy alternatives.
