국문 초록

본 연구는 지방정부의 특별한 재정수요가 보통교부세에 반영될 수 있도록 기준재정수요액 산정방식을 개선하려는 목적을 가지고 수행하였다. 연구목적의 달성을 위해서는 특정 지방정부가 보유하고 있는 특별한 재정수요를 도출하여 실제로 적용하여야 한다. 본 연구에서는 인천광역시의 해양쓰레기 처리비용을 대상으로 하였다. 인천광역시는 해안도시라는 특성을 보유하고 있어 해양쓰레기의 발생량이 많을 수 있고, 이를 처리하는 비용이 증가할 수 있는바 지방정부의 특별한 재정수요로 볼 수 있기 때문이다. 인천광역시 재정수요를 보통교부세에 반영하려고 한다면 고려할 수 있는 대안은 해양쓰레기 발생량 기준으로 수요를 보정하는 방안과 해양쓰레기 수거량 기준으로 수요를 보정하는 방안이 있다. 본 연구에서는 두 가지 대안을 모두 제시하였다. 해양쓰레기 발생량을 기준으로 수요를 보정하는 방안을 활용하기 위해서는 지방정부별 해양쓰레기 발생량에 대한 통계가 제시되어 있어야 하나 충분하지 않은바 대용변수로 해안선 길이를 제시하였다. 현재 지역균형수요에는 해안지역의 측정항목 변수가 해안선 길이이므로 가중치를 상향 조정하는 방법으로 측정할 수 있을 것으로 보인다. 해양쓰레기 수거량 기준의 보정수요 측정은 해양쓰레기 수거량과 해양쓰레기 수거 및 처리의 일반재원 예산으로 수요액을 산정할 수 있다.

영문 초록

This study sought to refine the calculating of the standard fiscal demands, facilitating the incorporation of special fiscal requisites of local governments into the Local Shared Tax. To achieve the research objectives, it is imperative to derive the fiscal demands possessed by the respective local government and apply them in practice. This study focuses on the marine debris disposal costs in Incheon Metropolitan City. Incheon being a coastal city, experiences a notable accumulation of marine debris, necessitating considerable expenditure for its mitigation and disposal. Consequently, these financial obligations represent a distinct fiscal demand for the local government. If Incheon aims to incorporate its fiscal demand into the Local Share Tax, two scholarly alternatives can be considered: adjusting the demand based on the volume of marine debris generated, and adjusting it based on the quantity of marine debris collected. This study presents both alternatives. In order to adjust demand based on the volume of marine debris generated, it is imperative to have statistical data regarding the marine debris generated per local government. However, in the absence of such data, coastline length was proposed as a alternative variable. Given that the coastal area's variable in the current regional equilibrium demand framework is coastline length, it appears feasible to measure it by adjusting the weight upward. The adjustment demand measurement based on the quantity of marine debris collected can be determined by considering both the volume of marine debris collected and the general budget allocated for marine debris disposal.
