국문 초록

과학기술혁신역량은 국가가 과학기술 분야의 혁신과 개선을 통해 최종단계에서 경제적･사회적으로 가치가 있는 성과를 산출할 수 있는 능력을 의미하며, 국가혁신시스템의 구성요소와 요소간의 상호작용을 측정하여 그 역량을 가늠한다. 그동안 다양한 과학기술혁신역량 평가요소들이 제안되었으나 실제적으로는 성과, 자원, 활동, 네트워크, 환경 등 5대 부문 14개 항목, 31개 지표로 측정 및 역량을 평가하였다. 본 논문은 매년 측정하는 국가 과학기술혁신역량평가의 결과를 활용하여 과학기술혁신 역량을 결정하는 주요 부문의 결정요소들을 식별하고자 하였다. 분석 대상 국가는 주요 선진국을 비롯한 과학기술 강소국 등 18개국의 최근 5개년 과학기술혁신역량평가 결과 자료를 활용하였다. 그리고 과학기술혁신역량을 결정요소의 판별을 위한 분석방법은 퍼지셋 질적 비교분석(fuzzy set Qualitative Comparative Analysis; fs/QCA)을 활용하였다. fs/QCA는 사회과학 방법론에서 사례중심의 질적 분석과 변수중심의 양적분석을 통합하기 위한 시도로 과학기술혁신역량에 영향을 미치는 요인 판별에 유용하다고 평가된다. 그리고 fs/QCA 결과로 과학기술혁신역량 4대 요소별로 영향을 미치는 조합을 식별하고 각 조합별 동일한 유형으로 묶이는 국가들을 확인하여 유사점을 파악하고자 하였다.

영문 초록

S&T innovation capacity pertains to a country's capability in generating valuable outcomes at the final stage, which implies economic and social impact through innovation and progress in science and technology. Its assessment encompasses the components of the national innovation system alongside their interactions. There are numerous approaches suggested for evaluating S&T innovation ability, but in reality, 31 indicators are utilised to gauge and evaluate capacity in five categories encompassing 14 items; performance, resources, activities, networks, and environment. This study seeks to pinpoint the primary sectoral determinants of S&T innovation capability utilising the outcomes of yearly national S&T innovation capability tests. The study examined 18 countries, encompassing major developed nations and leading S&T innovators, using the results of the most recent five-year assessments of S&T innovation capabilities. Fuzzy set qualitative comparative analysis (fs/QCA) was employed as the analytical method to identify the determinants of S&T innovation capabilities. The fs/QCA aims to integrate case-centred qualitative analysis and variable-centred quantitative analysis into social science methodology for determining factors affecting S&T innovation capabilities. The fs/QCA results identified the combinations influencing each of the four factors of S&T innovation capability and revealed similarities by grouping countries into the same category for each combination.
