국문 초록

사회복지사의 처우개선 문제는 이미 우리사회의 공감대를 얻어낸 결과물로, 국가가 법률로 지방자치단체가 조례를 제정해서 해결하려고 하는 매우 중요한 과제이다. 이렇게 우리사회가 중요한 과제로 인식한 만큼 이것을 해결해 나가기 위해서는 정부와 지방자치단체의 의지가 매우 필요하고, 무엇보다도 해결의 노력에도 불구하고 해결되고 있지 않는 문제가 어떤 것인지를 제대로 파악하는 것이 필요하다. 이에 본 연구는 법적환경이 앞서 밝혔듯이 전국이 대동소이하게 입법되어 마련되었음에도 사회복지사 처우개선이 되지 않고 있는 현 상황을 정확하게 파악하기 위해 경기도 31개 시·군의 「사회복지사 등의 처우개선 및 지위향상을 위한 조례」를 비교분석하여 시·군별 조례의 특징과 차이점을 먼저 살펴보고, 특히 조례 이행여부를 확인하고 예산의 집행 등을 살펴봄으로써 ‘사회복지사 처우개선’과 관련된 조례안의 개선점을 제시하여 향후 조례의 작동 및 실효성 확보방안을 제안하고자 한다.

영문 초록

The issue of improving the treatment of social workers is the result of already gaining consensus in our society, and is a very important task that the state is trying to solve by enacting laws and local governments enacting ordinances. As our society recognizes this as an important task, the will of the government and local governments is very necessary to solve it, and above all, it is necessary to properly understand what problems are not being solved despite efforts to solve them. Accordingly, in order to accurately understand the current situation in which the treatment of social workers has not been improved even though the legal environment has been legislated to be similar across the country as previously stated, this study conducted a study on “Improving the Treatment and Status of Social Workers, etc.” in 31 cities and counties in Gyeonggi-do. By comparing and analyzing the “Ordinances for Improvement,” we first look at the characteristics and differences of ordinances by city and county, and in particular, by checking whether the ordinances are implemented and examining the budget execution, we suggest improvements in the ordinances related to “improvement of treatment of social workers.” We would like to propose ways to ensure the operation and effectiveness of the ordinance in the future.
