국문 초록

불확실성 시대에 평화를 지키고 발전을 달성하기 위해서는 안보를 스스로 지키기 위한 자위력이 필수적인 조건이다. 한국은 1970년대 이후 현재까지 일관성 있게 지속적으로 자위력 구축을 위해 노력했다. 그동안 율곡사업과 국방개혁을 통해 군사력 현대화를 상당수준 달성했으며, 현재 윤석열 정부는 제4차 산업혁명시대의 신기술을 적용하기 위한 국방혁신 4.0을 추진하고 있다. 본 고는 새 시대 한국의 안보전략을 뒷받침하기 위한 미래 지향적 자위력 구축방안을 제시한다. 한국안보에 대한 위협과 도전요인의 변화를 감안하여 전통적 의미의 자위력 개념을 광의적으로 설정하였다. 새 시대에 요구되는 자위력을 합리성과 충분성을 만족시킬 수 있도록 추진하기 위해서는 위협의 포괄성과 복잡성, 그리고 자원의 제약 등 제반 고려사항을 반영한 전략적 접근이 중요하다. 본 고는 이러한 전략적 접근의 기본 틀 하에서 마련하고 추진해야 할 여섯가지 구체적인 자위력 구축방안을 제시한다.

영문 초록

Self-defense capabilities are the most important means for a country to maintain peace and assure its development in an era of uncertainty. South Korea has undertaken great efforts to build up self-defense capabilities, exhibiting continuity and consistency since the 1970s. Through the efforts of the Yulgok Saeop and Defense Reforms, it achieved a substantial level of defense modernization. The Yoon Seok-yeol government is pursuing defense innovation 4.0 which intends to utilize cutting-edge science and technology developed through the fourth industrial revolution. This paper presents a strategic approach and practical ways to reinforce the build-up of self-defense capabilities. First, it insists that the traditional meaning of self-defense capabilities should be reinterpreted given fundamental changes in security threats and challenges. In order to develop strategic self-defense capabilities appropriate to the coming era, understanding the diversity and complexity of threats and resource constraints is vital. This paper proposes six ways to build up self-defense capabilities.
