국문 초록

이 글의 목적은 지금부터 북한을 어떻게 관리할 것을 다루는 데 있다. 북한핵무력을 억제할 수 있는 방안은 무엇인지, 억지 정책이 실패할 경우를 대비한 대안은 무엇인지, 북한 변화를 촉진할 수 있는 방안은 무엇인지, 북한 급변사태 시나리오가 현실화로 나타날 경우 어떤 대응 방안을 마련할 것인지를 다루었다. 이 글에서 강조한 것은 다음과 같다. 첫째, 북한 핵 관리 방안의 우선 과제는 북한의 핵 선제 사용을 거부하는 능력을 갖추는 것이다. 북한이 핵을 먼저 사용하기 전에 우리가 선제 타격을 가해 선제 사용 능력을 파괴해야 한다. 이를 위해 대북 감시 능력을 더 높여야 하며, 한미일 협조체계를 효율적으로 작동시켜야 한다. 북한이 남은 전력으로 선제 공격을 시도할 경우 강화된 요격 능력으로 차단해야 한다. 핵 공격을 완벽하게 막을 수 없다는 전제 아래 핵 공격에 대비한 피해를 최소화하는 철저한 대응책도 마련해야 한다. 둘째, 북한 변화를 위한 ‘삼투압 정책’을 지속적으로 전개해야 한다. 또 북한주민의 마음을 움직일 수 있는 ‘전략적 관여’를 적극 실행해야 한다. 이것이 우리가 주도권을 쥐면서 북한 관련 난제를 풀어가는 적극적인 대북 정책의 요체이다. 북한 사회를 우리 체제 쪽으로 빨아들이는 삼투압 유지와 함께 억압과 통제의 밀도가 높은 북한으로 외부의 새로운 소식이 자연스럽게 빨려 들어가는 상황을 만들어내는 것이 삼투압 정책의 중요한 목표다. 외부의 새 소식과 정보가 북한에 들어가는 상황을 만들어내기 위해서는 국내 북한이탈주민들과 조선족을 활용해야 한다. 3만 명이 넘는 탈북민을 통해 북한 내부의 소식을 신속하게 전달받아야 하고 동시에 새 소식을 북한 내부로 들여보내는 일을 조직적으로 전개해야 한다. 셋째, 북한 불안정 사태 시나리오를 다각적으로 검토하여 필요한 대응 과제를 도출하고, 이에 맞는 해법을 만들어야 한다. 북한 급변사태 시 우리는 언제 어떻게 개입할 것인지를 고민해야 한다. 군이 개입할 것인지 경찰이 개입할 것인지, 미국과 함께 개입할 것인지 우리 단독으로 개입할 것인지도 면밀하게 검토해야 한다. 중국이 선제적으로 군사 개입할 경우 어떻게 막을 것인지, 중국군대가 북한으로 진주할 경우 어떤 방식으로 대처할 것인지도 고민해야 한다. 유엔 안보리 활용 방안, 탈출 북한 주민 처리 방안, 우리 주도의 통일에 대한 국제적 정당성 확보 방안, 체제통합에 따른 이행기 정의 문제, 재원 확보 및 북한 민심 안정화 방안을 어떻게 전개할 것인지도 함께 강구해야 한다.

영문 초록

This article examines how to manage North Korea. It discusses ways to deter North Korea's nuclear armament, alternatives to prepare in case the deterrence policy fails, ways to promote change in North Korea, and countermeasures if the North's sudden change scenario becomes a reality. The analysis unfolds as follows. First, the priority of North Korea's nuclear management plan is to have the ability to reject North Korea's preemptive use of nuclear weapons. We should preemptively strike and eliminate its ability to use them first. To this end, we need to increase our ability to surveil North Korea, and Korea-U.S.-Japan cooperation must be efficient. If North Korea attempts a preemptive attack with its remaining weapons, it should be blocked with enhanced interception capability. Given the premise that a nuclear attack cannot be completely prevented, thorough countermeasures should also be prepared to minimize subsequent damage. Second, osmotic pressure policies for North Korea's change must be continuously developed. In addition, ‘strategic involvement’ that can move the hearts of North Koreans should be actively implemented. This is the essence of an active North Korea policy to solve North Korea-related difficulties while taking the initiative. An osmotic pressure policy will be attractive to North Korean society only when it is properly managed to maintain the excellence of Korean society. Third, it is necessary to examine scenarios of North Korea's instability to derive necessary responses and solutions. In the event of a sudden change in North Korea, we must think about when and how to intervene. We should carefully examine whether the military or the police will intervene, or whether we will intervene with the United States alone. This strategy should also anticipate a Chinese intervention by its military: we must consider how to prevent this and what to do if the Chinese military is stationed in North Korea.
