국문 초록

2023년 8월 한·미·일 캠프 데이비드 정상회의의 가장 큰 의미는 한반도 위기에 대비해 3국 협의를 제도화해서 공동 대응하는 것을 포함하여, 인도·태평양 지역으로 안보 협력 대상 지역을 확대하고 그 협력의 수준을 심화하였다. 또한 협력의 범주를 경제, 기술, 사이버, 첨단기술, 공급망 등을 포괄하였다. 한미일 간 협력체제가 성립하게 된 배경은 미국과 중국의 갈등이 심화된 국제적 환경이다. 바이든 행정부는 지구적 차원에서 동맹·우방을 규합해 포괄적인 안보·경제 협의체를 통해서 중국에 대응하는 전략을 추구하고 있다. 윤석열 정부는 2022년 5월 취임 이후 미·중 갈등에 관련하여 전략적 모호성(strategic ambiguity)보다는 친미적 외교전략을 표명하여 전략적 명확성(strategic clarification)을 천명했다. 윤석열 정부는 미일이 주장하는 ‘자유롭고 개방된 인·태’(Free and Open Indo-Pacific) 전략에 동조하였다. 3국 협력체제의 발전을 제약하는 요인으로 첫째, 각국의 국내정치 변화로서, 트럼프가 대통령이 다시 당선되어 1기때와 같이 동맹을 무시하고 독단적으로 외교정책을 시행한다면, 한·미·일 협력 뿐만 아니라 한미동맹 자체의 신뢰성에 심각한 의문이 제기될 것이다. 한국의 국내 정치 변화의 측면에서도, 한국에서 반일 세력이 집권하면 한일 관계는 어려워질 것이다. 국내 반일 세력은 대체로 친북·친중 세력과 친화적이기 때문이다. 둘째, 한미일 협력체제 제도화가 공고해지면 질수록 한국이 감당해야 할 연루(Entrapment)의 부담이 커진다. 그러나, 연루의 가능성을 회피하면 방기(Abandonment)의 가능성은 높아질 것이기 때문에, 방기의 가능성을 낮게 하려면 연루의 가능성을 감수할 수밖에 없다. 셋째, 한미일 협력체제에 대한 북·중·러의 반발이다. 북·중·러가 밀착(collaborate)한다면 냉전 시기와 같은 대결선의 고착화로 이어질 수 있다. 한미일 협력체제 출범에 의해서 한국이 얻을 수 있는 국익은 중국에 대한 억지력(deterrence)이 강화된 것이다. 약소국에 대해서 공격적인 중국에 대해서 한미일 협력체제가 형성된 현재 상황에서는 한국의 억지력이 강화되었다.

영문 초록

The greatest significance of the August 2023 Camp David summit is institutionalizing trilateral consultations to expand the scope and deepen the level of security cooperation in the Indo-Pacific region, as well as to jointly respond to a crisis on the Korean Peninsula. Moreover, the scope of cooperation has encompassed economy, technology, cyber, advanced technology, and supply chains. The background of the trilateral framework is the conflict between the U.S. and China. The Biden administration is pursuing a strategy to respond to China that includes setting up security and economic consultation bodies, and rallying allies and friendly nations on a global scale. Since taking office in May 2022, the Yoon Suk Yeol government has chosen strategic clarification over strategic ambiguity, expressing a pro-U.S. diplomatic strategy. The Yoon government has agreed with the 'Free and Open Indo-Pacific' strategy advocated by the U.S. and Japan. Several factors constrain the development of trilateral cooperation. The first is changes in each country's domestic politics. If Trump is re-elected president and disregards alliances as he did in his first term, doubts would be raised not only about the reliability of the Korea-U.S.-Japan cooperation framework but about the Korea-U.S. alliance itself. In South Korea’s domestic politics, the rise to power of anti-Japanese forces will complicate Korea-Japan relations. This is because anti-Japanese forces in South Korea generally link with pro-North Korea and pro-China forces. Second, as the institutionalization of trilateral cooperation solidifies, Korea’s risk of entrapment increases. However, to avoid abandonment, Korea has no choice but to accept the risk of entrapment. Lastly, there may be resistance to the trilateral framework from North. Korea, China, and Russia. If North Korea, China, and Russia agree to collaborate, it can lead to a confrontation structure like that of the Cold War. The primary benefit South Korea gets from a trilateral framework is the enhancement of deterrence against China. When China grows more aggressive against smaller nations, it is meaningful for South Korea to consolidate deterrence through a Korea-U.S.-Japan cooperation framework.
