국문 초록

국제사회는 현재 미국과 중국의 전략 경쟁으로 인해 과거에 경험하지 못했던 새로운 도전과 위협에 직면해 있다. 작금의 국제질서는 1990년대 전후 냉전의 종식과 더불어 나타난 세계화의 영향을 배경으로 하고 있다. 그러나 새로운 세기에 들어서면서 자유주의적 국제질서는 심각한 도전에 직면하게 되었다. 전통적인 안보는 새로운 개념으로의 재정의가 필요하게 되었고, 금융 및 재정위기는 기존의 처방으로는 대응하고 수습하기도 힘들었다. 서방선진국에 의해 야기된 혼란은 국제체제에 예상치 못한 진공상태를 만들었고 그 공백을 빠르게 메워나간 것은 중국이었다. 중국은 자유주의의 최대 수혜자이며 미국이 제공한 공공재로 일어선 국가다. 중국의 부상이 진행형에서 완료형으로 이행되는 과정에서 중국은 국제질서의 새로운 정립을 요구하기 시작했다. 이는 기존의 단극체제에 대한 부정이었고 현존 국제질서에 대한 재조정이었다. 이로서 기존 패권국인 미국과 도전국인 중국의 역학구도가 새롭게 나타나게 되었고, 국제사회는 다극체제 하에서 새로운 전략적 경쟁 양상을 경험하게 되었다. 본문은 미국과 중국의 전략 경쟁을 이해하고 분석하기 위해서는 구조적 분석, 경쟁 분야와 요인 및 지역적 현상으로 나눠 미국과 중국의 전략 경쟁을 고찰하며 한국의 안보 환경에 대한 대응과 선택을 분석하고자 한다.

영문 초록

The prevailing international order reflects the influence of globalization that emerged alongside the end of the Cold War in the 1990s. Today, the international community is facing challenges and threats unlike any in the past, due to the strategic competition between the United States and China. There is a need to redefine traditional security, while financial and fiscal crises have proven difficult to address using existing mechanisms. Disruptions caused by developed Western nations led to an unexpected vacuum in the international system, one that was swiftly filled by China. China, a significant beneficiary of liberal principles and a nation that rose with the aid of public goods provided by the United States, began to demand restructuring of the international order as it ascended to prominence. It denied the adequacy of the existing unipolar system, necessitating a re-adjustment of the international order. Consequently, a new dynamic emerged between the existing hegemonic power, the United States, and the challenging force, China, under a multipolar system, resulting in a new form of strategic competition. This paper aims to comprehend and analyze the strategic competition between the United States and China by categorizing it into structural analysis, competition fields, factors, and regional phenomena. It scrutinizes this competition while assessing South Korea's security environment, responses, and choices in this context.
