범죄예방환경디자인이 부동산 거래 결정에 미치는 영향에 관한 연구

국문 초록

본 연구는 범죄예방환경설계(CPTED)를 통해 지역의 자생력을 확보하고, 부동산가치의 긍정적 변화를 통하여 지속가능한 범죄예방환경을 조성할 수 있다는 기조아래 기존 시행된 정책의 부동산적 관점의 실효성을 분석하고자 실시하였다. 이에 5년째 서울시에서 시행하고 있는 “범죄예방환경디자인사업” 의 현 실태를 조사하고, 범죄예방환경디자인 적용이 부동산 거래 결정에 미치는 영향을 분석하고자 하였으며, 이러한 연구의 결론을 정리하면 다음과 같다. 첫째, 서울시 범죄예방환경디자인사업 현장조사 결과 사업에 대한 유지관리는 잘 되고 있는 것으로 보여진다. 지역주민이 인지하기 용이한 곳곳에 감시 카메라와 비상벨이 설치되어 있으며, 마을 입구에는 사업 시행을 알리는안내표지판도 잘 관리되고 있는 것으로 나타났다. 반면, 감시 및 신고시스템이외의 범죄를 예방하기 위한 요소들을 발견하기 어려웠으며, 유일한 시설인지킴마루는 지역주민의 텃밭이나 부녀회 모임장소 등 그 목적이 변질되어 활용되고 있는 것으로 조사되었다. 이에 감시 및 신고시스템의 천편일률적인 활용에서 탈피하여 범죄예방환경디자인사업의 다양한 계획요소들을 활용해야할 것이며, 지킴마루가 본연의 역할을 할 수 있도록 시정하는 것이 필요하다고 사료된다. 둘째, 서울시 범죄예방환경디자인사업의 효과를 분석한 결과 범죄율 감소에는 긍정적인 영향이 있는 것으로 조사되었다. 사업대상지의 범죄율을 조사한 결과 비교적 감소하는 양상을 보여 범죄율 감소에 영향이 있는 것으로 조사되었다. 아울러 12개 사업 대상지의 소재지(동)의 부동산 거래량 변화를 조사한 결과, 모두 부동산 거래량이 증가하고 있는 것으로 조사되었으며, 이러한 부동산 분위기 변화에 발맞추어 범죄예방환경디자인사업지가 지속적으로효과를 가져올 수 있도록 하는 방안이 필요하다고 판단된다. 셋째, 반면, 범죄율 감소에도 불구하고 거주민 설문조사 결과 거주지역이안전하지 못하다고 응답하는 것으로 조사 되었다. 이는 현재 모든 사업지에활발하게 적용이 되고있는 감시 및 신고시스템 설치로는 범죄율 감소에 효과가 있을지는 몰라도 거주민이 거주 지역을 안전하다고 느끼기에는 그 영향력이 부족한 것이라고 사료되며, 보다 안전한 주거환경이라는 인식을 부여하기위해서는 지속가능한 도시재생적 관점에서 지역이 활기를 띄고 그것이 부동산 거래를 유발하는 방향으로 사업이 개선되어야 할 것이다. 이를 위해서는건축/도시/부동산 관점에서 다각적인 시도가 필요하다고 생각되며, 자생적 도시공간 구현을 정책의 궁극목표로 설정해야 할 것이다. 넷째, 서울시 범죄예방환경디자인사업 시행 이후에도 거주민들은 여전히주거지역을 안전하지 못하다고 응답하고 있으나, 추후 이사를 결정할 때, 범죄예방환경디자인이 적용된 지역으로 이주를 희망하는 것으로 조사되었다. 이러한 내용은 범죄예방환경디자인으로 인한 범죄율 감소 효과와 향후 다양한시도를 통하여 범죄예방환경디자인사업이 개선될 것이라는 기대심리를 반영한 결과라고 사료된다. 다섯째, 결과적으로 현재의 범죄예방환경디자인사업이 부동산 거래결정에미치는 영향은 미비한 것으로 조사되었으며, 지속가능한 범죄예방환경사업을실현하기 위해서는 감시 및 신고 시스템뿐만 아니라 다양한 시도가 필요할것으로 사료되며, 지역이 활성화되고 부동산 거래결정에 미치는 영향이 있을때 자생적인 안전한 환경조성이 가능하다고 판단된다. 본 연구는 기존 선행연구에서 다루어지지 않았던 서울시 범죄예방디자인사업 시행 이후 해당 사업에 대한 실태조사, 효과검증 그리고 거주 후 평가 차원의 현장조사를 실시하였으며, 그 결과 현재 서울시에서 실시하고 있는 범죄예방환경디자인 사업은 지역주민이 체감가능한 안전한 거주환경 조성에는 부족하다고 사료되며, 향후 개선을 통하여 자생적이고 지속가능한 안전한 공간을 실현가능할 것이라고 사료된다.

영문 초록

The following research has been conducted in order to analyze the effectiveness in the aspect of real estate of the previously implemented policy under the notion that the Crime Prevention Through Environmental Design(CPTED) could secure the self-perpetuation of a region and maintain a sustainable crime prevention environment. Thus we examined the current status of “Crime Prevention Through Environmental Design Project” that has been proceeded for 5 years by the city of Seoul, analyzed the impact of application of CPTED to real estate transactions and the results are as follows. First, the operation and maintenance for the CPTED projects seems to be well functioning according to the site investigation. Surveillance cameras and emergency bells are widely placed so that it can be recognized by the local citizens easily, and the signs that notifies the project is in progress were seemed to be handled very well. However, it was hard to find any other elements for crime prevention other than the surveillance & report system, and Safety Maru, the only facility was being used in wrong ways such as gardening and private gathering purposes for the local residents. For this a variety of plan elements are ought to be utilized apart from the monotonous surveillance & report system, and it is believed that the Safety Maru should serve its original purpose. Second, the analysis of the effects of CPTED Project in Seoul shows that it affects the city in a positive way. The criminal rate of the regions with the implementation of the project was relatively diminished, therefore, it was obvious that the project is reducing the number of crimes. Also on the real estate transactions on the following region, every 12 examples showed increase in the amount of transactions which makes the plans to draw the effect by the CPTED region following this particular trend necessary. Third, despite the decrease in the crime rate the residents responded that the area is not safe according to the survey. This seems that the project could effect the decrease in crime rate due to the active application of wide Surveillance & Report system, but its influences fall short to the extent where the residents actually feel safe in their area, which requires us to improve the project in the aspect of the urban regeneration which ultimately leads to active real estate transaction in order to implement the recognition of safe residential environment. To achieve this we believe a multilateral approach in terms of architecture/urban/real estate is necessary, with the ultimate goal of realization of self-sustainable urban space. Fourth, the local residents responded that the residential area does not feel safe even after the institution of CPTED project in seoul, but it is investigated that they still wish to move to the region with the implement of following project in case of making decisions on moving in the future. This result is thought to be the reflection of people's expectations that the project could be improved with trial and errors over time, along with the actual decrease in crime rate. Fifth, it is shown that the actual impact of the CPTED project to the decisions on real estate transaction is rather minimal, therefore, a variety of attempts to realize the sustainable crime prevention project other than just the surveillance & report system seems necessary, which is going to realize the construction of self-sustainable and safe environment if the region is vitalized and when it affects the decisions on real estate transactions.
