국문 초록

우리는 그동안 수많은 재난과 맞닥뜨렸다. 때론 행정기관과 국민이 협력하여 슬기롭게 재난을 극복하기도 했지만, 인재라는 오명으로 남아있는 것도 많다. 그중에는 경찰이 엄청난 비난을 받은 사안도 있다. 경찰에게만 오롯이 재난에 대한 책임을 추궁하는 것이 과연 합리적인가에 서로 다른 견해가 존재할 수 있다. 그러나 이제 1년여 지난 ‘이태원참사’에 있어 경찰은 분명 뼈아픈 실책을 가지고 있다. 수많은 신고에도 제대로 대비와 대응이 이루어지지못했다. 예방, 대비, 대응, 복구라는 재난의 기본도 지켜지지 못했다. 이제는주최자가 있든 없든 거의 모든 행사에 안전을 위해 경찰이 투입되고 있다. 경찰의 기본 임무가 무엇이고 앞으로 이를 어디까지 확대하는 것이 타당한지논의가 필요한 시점이다. 경찰은 신고가 접수되면 무조건 출동하여 조사하고관련기관에 문제를 전파해야 한다. 재난의 전문가를 키우고 관련 조직을 재정비해야 한다. 정말 이번이 마지막이라는 각오로 접근해야 한다. 이를 위해 기존 법제도의 문제점을 찾아봐야 한다. 경찰을 비롯한 행정기능이 제대로 작동되지 않은 이유를 설명해야 한다. 그리고 법적인 대안과 재난관리책임기관제와 같은 새로운 아이디어가 제시되어야 한다. 모호한 협력이나 소통으로 재난은 다시 인재로 돌아올 것이다. 구체적인 대안이 필요한 시점이다

영문 초록

We have faced numerous disasters. Sometimes administrative agencies and the people worked together to wisely overcome disasters, but many remain as a stigma of man-made disaster. Among them, the police have been severely criticized. There may be different views on whether it is reasonable to hold only the police accountable. But the police clearly have a painful mistake in the 'Itaewon disaster' which has now been more than a year. Despite numerous reports, preparations and responses were not properly made. The basics of disaster prevention, preparation, response, and recovery were not observed. Now, the police are being deployed for safety at almost every event, with or without organizers. It is time to discuss what the police's basic duty is and how far it is appropriate to expand it in the future. When a report is received, the police should be dispatched unconditionally to investigate and spread the problem to related agencies. It is necessary to cultivate disaster experts and reorganize related organizations. We really have to approach it with the determination that this is the last time. To this end, it is necessary to look for problems with the existing legal system. It is necessary to explain why administrative functions, including police, did not work properly. In addition, new ideas such as legal alternatives and disaster management responsibility agency systems must be presented. With vague cooperation or communication, disaster will return to man-made disaster. It is time for concrete alternatives.
