국문 초록

지방소멸대응 및 지역균형발전을 위한 논의와 헌법상 보장된 지방자치의 실현을 위한 논의는 하나의 동일한 지향점을 향하고 있다. 모든 지방자치단체가 주민의 복리에 관한 사무를 자기책임 하에 수행하기 위해서는 충분한 재정적 여건의 보장이 선결조건이며, 이와 함께 지방자치단체는 지역의 인구감소 등 지역의 현안에 적절하게 대응할 수 있는 기반이 조성되고 궁극적으로는 지역균형발전을 기대할 수 있기 때문이다. 특히 그동안의 국가주도적 문제대응의 한계는 지방자치단체의 역할을 더욱 강조하는 논의에 대한 근거를 제공하고 있으며, 이에 따라 지방자치단체가 지방소멸과 지역불균형 문제에 대해 적극적으로 대응할 수 있는 여건을 보장하는 재정제도에 관한 관심도 높아지고 있다. 이에 따라 본고에서는 지방재정의 한계를 보완하고 지방자치단체 간 재정적 불균형을 조정함으로써 지방소멸문제에 대해 지방자치단체가 적극적으로 대응할 수 있는 여건과 지역균형발전의 기반 조성을 위해 중요한 제도라고 할 수 있는 지방교부세, 지역상생발전기금 및 지방소멸대응기금의 문제점을 검토하고 개선 방안을 제시하였다. 지방교부세는 지방자치단체의 세입기반의 한계를 보완하고 지방자치단체의 재정적 자율성을 확대하는 기능을 수행함으로써 지방소멸에 대한 대응과 지역의 발전을 위한 중요한 재정적 기초가 된다. 그러나 실제 운영에 있어서는 이러한 기능과 함께 국가가 지방자치단체를 통제하는 수단으로도 활용될 수 있는 문제점을 지적할 수 있으며, 그 성격과 목적에 부합하는 지방교부세의 개선이 요구된다. 지역상생발전기금의 경우에는 지방소멸대응 및 지역균형발전의 기초적 요건이라고 할 수 있는 지역 간 재정적 불균형을 조정하는 기능을 수행하지만, 그 재원과 기금형식의 운영에 따라 발생하는 한계들에 대해 충분한 검토가 요구된다. 지방소멸대응을 직접적인 목적을 두고 있는 지방소멸대응기금의 경우에도 재원의 규모, 차등배분에 따른 문제점에 대한 논의가 요구되며, 보다 궁극적으로는 인구감소지역의 지정 기준에 관한 재검토가 필요하다.

영문 초록

Discussions on local extinction reaction and balanced regional development and discussions on realizing constitutionally guaranteed local autonomy are aimed at the same goal. The guarantee of sufficient financial conditions is a prerequisite for all local governments to be able to fulfill their responsibilities for the well-being of their residents, which in turn creates the basis for local governments to respond appropriately to local issues such as population decline, and ultimately to achieve regional balanced development. The limitations of state-led responses to the problem have provided the basis for discussions that emphasize the role of local governments, and there is a growing interest in a fiscal system that ensures that local governments can actively respond to the problems of local extinction and regional disparities. This article examines the problems of the local grant tax, the regional coexistence development fund, and the local extinction reaction fund, which are important systems for creating a foundation for balanced regional development, and suggests ways to improve the conditions for local governments to actively respond to the problem of local disappearance by compensating for the limitations of local finances and adjusting the financial imbalance between local governments. By compensating for the financial limitations of local governments and expanding the financial autonomy of local governments, local grant taxes provide an important financial basis for local development and counteracting local decline. However, in actual operation, these functions can point out problems that can also be used as a means for the state to control local governments, so it is necessary to improve the local grant tax in line with its nature and purpose. In the case of the regional coexistence development fund, it performs the function of adjusting the financial imbalance between regions, which is a basic requirement for local extinction reaction and balanced regional development, but it requires a thorough review of the limitations arising from the financing and operation of the fund format. Even in the case of the local extinction reaction fund, which is directly aimed at responding to local extinction, there is a need to discuss the size of the fund, problems with differential distribution, and, ultimately, a review of the criteria for designating depopulated areas.
