국문 초록

본 연구는 선진사례 분석을 통해 건물분양주택의 확대 공급을 위한 방안을 연구하였다. 분석결과는 다음과 같다. 첫째, 공공성과 시장성은 주거안정을 위해 부담 가능한 분양가격과 토지임대료로 제공하는 것이 중요하며, 시세 차익부분을 적절하게 회수하는 방안이 필요하다. 둘째, 공급의 지속성은 주택 수요지역 토지의 지속적인 공급과 주거취약계층에게 지속적으로 공급되어야 한다. 셋째, 최초 공급 시에는 고품질 자재 등을 고려한 합리적인 분양가격을 설정이 필요하다. 넷째, LH환매방식에서 탈피하여 일부 시세차익을 인정하고, 현실적 임대료 산정과 임대기간 연장 등이 필요하다. 정책적 시사점은 건물분양주택의 정책적 목표를 명확히 해야 하며, 공공용지의 확보방안에 대한 장기적 계획과 사회적 경제주체들이 건물분양주택의 공급에 참여할 수 있도록 실질적인 지원방안을 마련해야 한다.

영문 초록

This study studied the plan for expanding and supplying pre-sale housing through the analysis of advanced cases. The analysis results are as follows. First, providing publicity and marketability at an affordable pre-sale price and land rental for residential stability is essential. A plan to appropriately recover the market profit is needed. Second, the continuity of supply requires a continuous supply of land in the housing demand area and continuous supply to the vulnerable housing class. Third, it is necessary to set a reasonable pre-sale price considering high-quality materials during initial supply. Fourth, it is necessary to break away from the LH repurchase method, recognize some capital gains, calculate realistic rent, and extend the lease period. As for policy implications, it is necessary to clarify the policy goals of building pre-sale housing, long-term plans for securing public land, and practical support measures to enable social and economic actors to participate in the supply of Building pre-sale housing.
