국문 초록

본 연구의 목적은 교육 책무성 강화를 위한 학생지원 정책의 제도적 형태를 역사적 관점에서 분석하고, 현 제도가 가지고 있는 한계를 드러내는데 있다. 나아가 교육 책무성을 구현할 수 있는 법·제도 개선 방안을 제안하고자 한다. 이를 위해 학생지원 정책을 기초학력, 심리정서, 교육복지, 학생안전 등 4가지로 구분하고, 각각의 법령과 주요 정책을 분석하였다. 분석 결과, 학생을 지원하는 개별 정책들이 분절적으로 집행되는 한계를 보이고 있음을 확인할 수 있었다. 그 원인은 정보공유의 법률적 근거가 미흡하여 학생에 대한 정보가 적시에 필요한 사람에게 공유되지 못하고 있으며, 학교 및 교육청의 학생지원 방식과 절차를 규정하고 있는 법령과 정책이 개별 사업의 벽을 넘어서지 못하고 있기 때문이다. 이러한 한계를 극복하기 위해 2022년부터 정부에서는 학생을 중심으로 다양한 전문가와 기관이 연계·협력하는 통합지원 정책을 추진하고 있다.

영문 초록

The purpose of this study is to analyze the institutional form of student support policies to strengthen educational accountability from a historical perspective and reveal the limitations of the current system. In addition, it proposes ways to improve laws and systems that can implement educational accountability. To this end, student support policies were divided into four categories: basic academic ability, psychological and emotional, educational welfare, and student safety, and each law and major policy was analyzed. As a result of the analysis, it was confirmed that individual policies supporting students showed limitations in being implemented segmentally. The reason is that the legal basis for information sharing is insufficient, so information about students is not shared with the people who need it in a timely manner, and the laws and policies that regulate the student support methods and procedures of schools and offices of education do not go beyond the walls of individual policy. To overcome these limitations, starting from 2022, the government is promoting an integrated support policy that connects and cooperates with various experts and institutions focusing on students.
