민간위탁사업 특성을 고려한 인증평가 모델 적용 방안 연구

국문 초록

본 연구는 2017년 개발된 고용서비스 품질경영모델과 2019년에 적용된 민간위탁 고용서비스 품질경영모델을 벤치마킹하여 집단상담프로그램 특성을 반영한 민간위탁기관의 품질인증 적용을 위한 세부 평가기준 및 평가지표 개발에 목적을 두고 있다. 이를 위해 먼저 집단상담 프로그램 인증평가 모델 적용의 타당성 검토를 위해 2018년 만족도 조사 결과 검토, 6개 권역 고용센터 담당자 간담회 실시 및 전국 57개 고용복지+센터 담당자 대상 실태조사를 시행함으로써 인증평가 모델 적용 가능성을 검토하였다. 그 결과 집단상담 프로그램 특성상 인증평가 모델 적용에는 한계가 있는 것으로 나타났다. 다만, 중장기적 관점에서 집단상담프로그램 특성을 고려한 인증평가 영역 및 세부평가지표 개발을 위해 민간위탁기관 종사자, 고용복지+센터 담당자, 고용서비스 전문가 의견을 반영하기 위한 AHP분석기법을 활용하여 배점을 설정하였다. 이후 평가지표의 타당성 및 수용성 검증을 위해 전문가 의견을 반영한 후 4개 민간위탁기관을 대상으로 현장평가 파일럿테스트를 실시하고 최종 수정 보완을 거쳤다. 그 결과 집단상담 프로그램 특성을 고려한 품질인증 평가는 최소한의 역량을 검증하는데 초점을 두고 현장에서 객관적인 평가가 이루어질 수 있는 평가지표 개발의 필요성이 제기되었으며 실제 이를 현장에 적용하기까지는 좀 더 세밀한 검토가 필요한 것으로 나타났다. 이를 바탕으로 집단상담 프로그램과 유사한 다른 민간위탁사업에 대한 품질인증 평가의 확대 및 적용에 있어 기초자료로도 활용될 수 있을 것으로 기대된다.

영문 초록

The aim of this study is to benchmark the employment service quality management model developed in 2017 and the private consignment employment service quality management model implemented in 2019. This bench marking is to develop detailed evaluation criteria and indicators for the application of quality certification in private consignment organizations, particularly focusing on the characteristics of group counseling programs. To assess the feasibility of applying the certification evaluation model to group counseling programs, we analyzed the results of a 2018 satisfaction survey, convened a meeting with employment center managers across 6 regions, and surveyed ambassadors responsible for 57 national employment centers. Our findings indicate inherent limitations in applying the certification evaluation model to the unique dynamics of group counseling programs. However, to develop certification evaluation areas and detailed indicators that consider the specific nature of these programs, we employed the Analytic Hierarchy Process (AHP) method. This approach incorporated feedback from employees of private consignment agencies, managers of employment welfare+ centers, and experts in employment services. Subsequently, we refined our evaluation indicators based on expert opinions to ensure their validity and acceptability. This process included a pilot on-site evaluation conducted at 4 private consignment agencies, followed by a final revision. The study revealed that the quality certification evaluation, while focusing on verifying minimum competencies, also highlighted the need for an evaluation index that can be objectively assessed in practice. Before its actual field application, a more detailed review is suggested. This research lays the groundwork for expanding and applying quality certification evaluations to other private consignment projects akin to group counseling programs.
