국문 초록

본 연구는 문화예술인 역량 강화를 위해 문화예술인 정책 및 지원 방향에 대한 요구를 수렴하고, 이에 효과적인 블록체인 기술을 기반으로 하는 문화예술 통합정보포털 체계를 제안하였다. 이에 문화예술인을 대상으로 요구조사를 진행한 후 Borich 요구도와 The Locus for Focus Model 분석을 시행하였다. 첫째, 문화예술인의 역량 강화를 위해서는 문화예술인 정책 및 지원에 대한 문화예술 인력지원과 연계, 취업 및 인적정보 및 연계, 복지와 지원 정보제공 등을 최우선으로 중시해야 한다. 둘째, 문화예술인의 블록체인 기술 기반 활용은 신뢰성, 안전성, 안정성, 편의성, 공정성, 투명성, 비가역성 등을 근거로 광범위한 네트워크 문화예술산업 육성과 문화예술 활동을 연계 활성화할 수 있는 최적의 대안으로 작용한다. 셋째, 문화예술인 역량 강화를 위한 블록체인 기술 기반 문화예술 통합정보포털의 개발과 운용은 나아가 균형 있는 국가와 지역의 문화예술 성장과 발전에 이바지할 수 있다. 마지막으로 블록체인 기술 기반 문화예술 통합정보포털은 국가, 행정, 기관, 사회, 국민 측면에서 하나의 네트워크 구축으로 문화예술 기관과 시설, 관련 포털, 문화예술인의 역량을 강화할 수 있는 실질적이고 실용적인 정책과 지원체계로 역할 한다.

영문 초록

In order to strengthen the capabilities of cultural artists, this study collected demands for policies and support directions for cultural artists and proposed an integrated cultural and arts information portal system based on effective blockchain technology. Accordingly, after conducting a demand survey targeting cultural artists, analysis of Borich's demand scale and The Locus for Focus Model was conducted. First, in order to strengthen the capabilities of cultural artists, priority must be given to linking cultural and artistic human resources support to cultural artist policies and support, providing employment and human information and connection, and providing welfare and support information. Second, the use of blockchain technology by cultural artists serves as an optimal alternative to fostering a wide network cultural arts industry and activating cultural arts activities based on reliability, safety, stability, convenience, fairness, transparency, and irreversibility. . Third, the development and operation of an integrated culture and arts information portal based on blockchain technology to strengthen the capabilities of cultural artists can further contribute to the balanced growth and development of cultural arts in countries and regions. Lastly, the integrated information portal for culture and arts based on blockchain technology provides practical and practical policies and policies that can strengthen the capabilities of cultural and artistic institutions and facilities, related portals, and cultural artists by establishing a network in terms of the state, administration, institutions, society, and citizens.
