지역사회 노인 돌봄자의 역할 및 지원 분야에 대한 고찰

국문 초록

본 연구에서는 돌봄자의 돌봄 범위와 역할을 규명하여 심층 분석하여 현재 그 역할 수행을 하는데 있어, 정책적인 지원이 충분하게 연계되어 지원되고 있는지 확인하고자 하였다. 이를 위하여 2000년부터 2023년 관련된 논문과 보고서를 포함한 국내와 국외 데이터 베이스를 사용하여, 돌봄 영역과 비공식 돌봄자를 위한 정책 관련 키워드를 사용하여 관련 문헌을 추출하여 분석하였다. 분석결과, 돌봄이 필요한 노인에 따라 가족돌봄자의 업무와 역할은 돌봄 궤적에 따라 다양하고, 그 강도와 내용도 광범위하였다. 돌봄 수혜 노인과 가족돌봄자를 위한 정책적 지원책은 비용부담 감소와 노인을 위한 간접적인 지원책과 상담과 휴직제도와 같은 직접 지원 접근방법이 존재하였다. 그러나, 돌봄 수혜자와 비공식 가족돌봄자을 위한 통합적인 교육체계는 존재하지 않아 돌봄의 내용이 변화함에 따라 정보를 검색하고 지원을 받는 데는 제한이 많았다. 돌봄자를 위한 지원책은 서비스 제공기관 위주로 산재되어 있었고, 통합적으로 돌봄 자체를 관장하여 교육과 지원 프로그램을 제공하는 기관이 필요해 보인다. 돌봄수혜자와 돌봄자를 모두 이해할 수 있는 연계된 데이터의 제공이 장기적인 돌봄자를 위한 정책 마련에 기초라고 보여진다. 돌봄에 대한 실질적인 정책적 장치들이 모색이 되어야 돌봄자를 지원할 수 있는 통합적 정책이 마련될 수 있으리라 본다.

영문 초록

This study aimed to clarify the scope and roles of caregivers, conducting an in-depth analysis to examine whether there is sufficient policy support in place for their current roles. To do so, we utilized domestic and international databases, including papers and reports from the year 2000 to 2023. We extracted and analyzed relevant literature using keywords related to the field of caregiving and informal caregivers. Policy support for the older people and family caregivers included strategies to reduce financial burden, indirect support for the older people, as well as direct support methods such as counseling and leave programs. However, there was a lack of integrated educational systems for both care recipients and informal family caregivers, leading to limitations in accessing information and support as the nature of caregiving evolved. Support policies for caregivers were institution-centric and fragmented, indicating the need for organizations overseeing caregiving comprehensively to provide education and support programs. The provision of interconnected data that both caregiving recipients and caregivers can understand is fundamental for long-term caregiving policy development. It is essential to explore practical policy measures for caregiving, enabling the formulation of integrated policies to support caregivers effectively.
